Cables released by Wiki Leaks highlighting communication between the US Embassy in Georgetown and the US Government back in Washington in 2006, have revealed that the US Embassy was convinced that it was then Head of the Presidential Secretariat, Dr. Roger Luncheon who had ordered the 2002 return of spy equipment to drug king pin Shaheed Roger Khan.

During the 2006 period, Roger Khan, who is currently serving a sentence in the US for drug trafficking, shared a good relationship with the PPP government, according to the documents.

In the newly released cables between former US Ambassador Roland Bullen and Washington, it was revealed that Khan also enjoyed the protection of the PPP government.

It said that in 2002, the Guyana Defence Force (GDF) detained Khan and two others (including a Guyana Police Force (GPF) officer) after finding them in possession of an armored vehicle, military arms and cell-phone surveillance equipment.

“The latter was a Cellular Protocol Analyzer model CSM 7806 manufactured by Smith-Meyers. Khan and the others were hastily released, the charges dropped, and the equipment returned”, the US Cables reported. 

According to the Cables, “Khan did enjoy political protection from GoG officials at the highest levels. At a minimum, former Home Affairs Minister Ronald Gajraj and long-time Head of the Presidential Secretariat Dr. Roger Luncheon collaborated with Khan.”

It stated that “Luncheon (President Jagdeo’s deputy) is known to have intervened and ordered the authorities to release Khan and return his equipment as described…Also, eyewitnesses say they have seen Khan leaving the President’s office.”

In a previous cable from the US Embassy, the former Ambassador had stated that “A senior functionary in the Office of the President told us that the communications equipment and weapons were handed back over to Khan. Our interlocutor said the arrest had been “a mistake” because Khan was “working with the police” when the arrest was made”.

The PPP government had always denied its involvement in the return of the spy equipment to Roger Khan and had also dismissed Khan’s own admission of working along with the PPP administration during the crime fight.

According to the former Ambassador, “Ever since Khan’s May 2006 indictment in the U.S. on drug charges, the GoG has tried assiduously to distance itself from him.”

The former Ambassador also raised a meeting between himself and then Minister of Home Affairs Gail Teixeira following Khan’s arrest and transfer to the United States.

According to the cables, Teixiera was concerned about the impact of the arrest and persons who might want to fill Khan’s shoes as the leading drug king pin in the country.

Ambassador Bullen told Washington that the PPP government leaders “were comfortable with Khan because they thought he was on their side; the possibility of a new kingpin allied with the political opposition makes them very nervous indeed.”

The report described Roger Khan as a known drug trafficker who is believed to have had ties with Colombian, Brazilian, and Venezuelan drug trafficking groups.

The embassy was also of the view that Khan had ties to organized crime groups and access to large sums of money and could have purchased “whatever technical resources he needed”.

Some interesting information here.

I believe the PPP was definitely involved in a close relationship with Roger Khan because RK was assisting with curtailing the crime wave started by the criminal escapees. Leslie Ramsammy, I believe, was also deeply connected with RK and the purchase of the spy equipment.

 

This is another reason why governments should not be in power for too long...power corrupts people, be it PNC or PPP or anyone else. A two term should be the maximum.

It has been a while since I made a political comment.

As it relates to the wikileaks cable of 1974

calling HE David Arthur Granger a racist way back in 1974,

what is the relevance now?.

 

In 1974 Rahul Castro

was a die hard communist

and greatly anti-amreican,

today he is a friend of the USA.

 

Nelson Mandela

was a prisoner,

he became one of the world most respectful leaders,

 

Barack Obama

was trying weed with his college friends,

today he is the most loved world leader,

 

Keith Rowley

was a teacher in trouble for impregnating a student,

he just became prime minister of Trinidad,

 

Ben Carson

was an out of control child,

today he is one of America's leading brain surgeon

and a top contender for the presidential spot

on the republican ticket

 

and the list goes on.

 

My point is that what ever was

the world view on a person in 1974

shouldn't define them today.

US Ambassador has not concluded President Granger is racist

DEMERARA WAVES, NOV 16 --- The United States Ambassador to Guyana Perry Holloways says that in his interaction with President David Granger he has not arrived at the conclusion that the President is a racist.
In an interview with a group of reporters on Monday morning, the Ambassador related that he has not read the Wikileaks cable that says the President is racist but rather the reports.
He stated that from the excerpts in those reports, it is clear that the cable did not label then Major Granger a racist, but stated that he has a history of being anti-east Indian.
“I haven’t seen the cable I have only seen what’s in the press – I was in elementary school when the cable was written…The one comment which was referring to his reputation, we did not call him that – we referred to his reputation if you read very carefully,” Holloway

stated.

The Ambassador stated that the author of the cable, then Ambassador Spencer Matthews King was no longer with the US Government hence there is no way to ask what were the thoughts of the Ambassador when the cable was penned.
“It does not reflect my own personal  observation in interactions with the President nor does it reflect what he has been saying in public and doing in public as part of the coalition government,” he said.
The Granger led People’s National Congress Reform has already lashed out at  the cable’s contents.
“President Granger’s personal life and his life works clearly debunks this malicious and unfounded claim. The PNCR questions the wisdom of the publication of this dated US Diplomatic Cable without a right of reply or any other supporting evidence.”

I have always believed a Granger to be a decent person from what I have seen and heard since he entered national politics. During the Rodney COI, his name was mentioned but there was nothing definitive linking him to any wrongdoings.

If he is not racist, then why is he hell bent on bringing back all the Burnhamesque policies that divided the country and discriminated against Indians?  He went as far as resurrecting some of the people who served to carry out some of these policies in the Burnham regime into his administration.  Show me your friends and I will tell you who you are.

Jalil, please do not get me wrong. I noted what  was in the newspaper. As I said in an earlier post, nothing was given to justify that assessment.  As I noted also in a previous post, I hold that granger is a decent man from what I see or hear since he came into national politics. I know you want an answer, but I will not give you an answer, not enough information as yet for me to mame such a determination (not that my determination makes a heck of a difference to anyone else but me) Furthermore, the statement did not originate from me, it originated from the then American ambassador As I suggested, seek clarification from the person and/ or government.

42 years ago Granger was in his late 20s.  People evolve.  Maybe he swallowed the coolaid at the time, which was poisonous when certain commentary was made about Indians (no different from the Jagdeo era and Africans BTW).

 

He grew up, and no doubt mellowed with age.  The destruction of the Burnham era was evident to all, except for the most hard core.  In fact Africans at all levels began to migrate in huge numbers in the post 1973 era. 

 

Prior to that most African migration had been among the middle class.  Clearly something changed during that era.  Maybe many Africans realized that they were used by the Burnham regime, and were no better regarded than the Indians who they were encouraged to look down on.

Like what policies?  In fact most of the most of worst creatures of the Burnham era are not included.  Hammie Green was bribed to take an award, so that he could exit the mayoralty without whipping up his faction, which still exists.

 

These guys are mainly in their 60s, which means that they would have been in their 20s during the Burnham era.  At that age one is still following orders, not setting policy.

 

I know that you will deny that the PPP is packed with racists, with Jagdeo being the chief of them.

Oh rass. Granger and his Coalition currently behaving lawlessly and this fool digging up matters from two decades ago. 

Jagdeo is still around as is Roger L so it isnt "two decades ago".  It is people who will go and do the same thing again if given a chance.
