Parliament will remain open to approve spending

 

President David Granger says he has no immediate plan to dissolve Parliament because the House will have to approve additional spending in the absence of a 2020 National Budget.

“I cannot say now when Parliament will be dissolved. I will stay away from dissolution as long as there is a likelihood that we will need the vote of the whole parliament to pass any measure; financial measure,” he told reporters.

Mr. Granger says even though it is November, 2019, government has not drafted a budget for 2020 and “we have to be very prudent in our expenditure. It means that if there are any extraordinary expenditure arising out of any unanticipated situation”, such as an act of God, force majeure or any other.

“I feel it is prudent to keep the Parliament opened as long as possible,” the President said.

The opposition People’s Progressive Party has already vowed not to return to the 65-seat National Assembly on the grounds that the government is in office illegally because general elections ought to have been held already.

Mr. Granger has already declared March 2, 2020 as the date for general elections. Parliament has to be dissolved three months before the polls which makes it December 2, 2019.

The earlier than expected general elections follows an APNU+AFC government Member of Parliament Charrandass Persaud, on December 21, 2018, crossing the floor to help provide a majority passage of an Opposition People’s Progressive Party-sponsored no-confidence motion against the government.

The elections should have been held by March 21, 2019 – within three months of the motion’s passage – but the validity of the motion had been challenged right up to the Caribbean Court of Justice (CCJ).

President Granger explains that because his administration is an interim one based on a CCJ decision that last December’s no-confidence motion was validly passed, Parliament will have to approve funds for national emergencies if the need arises.

“Unfortunately, because of urgent matters such as a flood or fire, we may need funds and only parliament could authorize the disbursement of funds which have not been provided for, even though we are in the eleventh month of the year,” he said.

Finance Minister, Winston Jordan has said that in the absence of a national budget, due to the impending elections, government is authorized to spend one-twelfth of the 2019 budget next year for recurrent expenses and ongoing capital works.

He has said no new capital contracts will be signed during this period.

The law requires parliament to be dissolved three months before election,  that will be on or before December 2nd 2019. If he doesn't the ABC and EU will step in, Exxon would not like a Rouge government.

Notice how Granger acts like he has no culpability for the constitution crisis that he has dragged Guyana into? Not surprising though as those people always think it is someone’s else’s fault.

Guyana Constitution requires that when there is a successful vote of no confidence in parliament, elections must be held within three months from the date of vote.

That date has passed, with regard to the recent CCJ final decision, hence the Granger-government is functioning in an unconstitutional manner.

As of tomorrow we move from Caretaker government, to incompetent Dictatorship. The law requires parliament to dissolve three months before election, Harmon already says they will not. Don't you see the PNC is playing Wrong and Strong. The question is, would there be an election on March 2nd, 2020??? I think it will be pushed to May, 2020 which would be the normal date, just to show who is boss.

No--the PNC is taking the people of Guyana for a ride, way down the back dam in the bush. If they can't honor simple things as the law, what will happen next. Somebody has to point out the deficiency of the government and even if it takes one with experience, be it Dr. Jagdeo.

GT would be in smoke if PPP was in Government and did something like this. 
But this show responsibility on the part of PPP supporters. 

Vish and Django, take note of the difference between Afro ( PNC) and Indians / percentage of Afro ( PPP).

Guyana situation get worse because good people like Comrade Nagamootoo leaving.  Comrade Ramjattan cannot match him.  

There will be no elections on March 2.  It will move to late May and many PNC will come from abroad for independence and vote illegally.

Ray, this is a problem as a result of the constitutional Rapist Granger, why try to pin this on Jagdeo ? These PNC thugs have always been like this and they gave us not one, not two but three Afro dictators.

PNC don’t have any regard for the law, constitution Or CCJ. No plan will remove these thugs. Anyway, every rope has its end, they will eventually fall. 
Jagdeo is doing what is required under law and civil society but PNC are like animals, they have no regard for any law or civility.

The PNC will always be who they are. Incompetent, irresponsible and dangerous. There will be no elections in March or any other time until the PNC completely dump Guyana into the latrine like they did prior to 1992. But Guyanese people deserve it because they are silly people who didn’t realize that they could never be better off with a PNC government. Now they can go ahead and bear dem chafe again and wait for the kick down doors bandits to pay them a visit. Stupid Guyanese people falling for the historically racist PNC promise of social cohesion.

The biggest fear the PNC have is concern over the depth of support the two Doctors have among the Afro and Dougla constituents!  It’s not widespread, but it’s strong.  Combined with the strong traditional base and the Amerindians, Chinese and Portuguese, who are slanting PPP, will terminate the PNC in 2020!

Granger and his cohorts are worried.  Their plan not coming together as they hoped!
