See. Those flaws were there since 1978 and the only President who chose to use it is Granger. It took 39 years for a Guyanese President to grab unto the lowest of the low in his quest to remain President for life. The two Jagans didn't feel a need for this. Neither did Hinds nor Jagdeo.
