I say no he is not a powerful rider just a consistent rider. He has a great team and all nine came home. They sheltered him well most of the way and despite two occasions of bad luck he pulled through by smarts. He got the lead by skill. He jumped the pelaton on the down hill and outsmarted all of the GC guys.

Also, lance Armstrong is still the greatest bike rider in my book He rode against a pelaton that was juiced. In every race one can look back at the contenders and see they were all indicted for drug use. His rivalry was with Ulrich and Pantana etc and they were dopers.
