A New York City councilman, Ruben W. Wills, was arrested on Wednesday morning on charges of misusing public funds, falsifying business records and trying to conceal the theft, according to law enforcement officials.
Mr. Wills, 42, a Democrat who represents southeastern Queens, had been under investigation by the state attorney general, Eric T. Schneiderman, in connection with tens of thousands of dollars in public funds that went missing from a charity Mr. Wills used to run.
According to an indictment unsealed on Wednesday morning, Mr. Wills is accused of multiple counts of making false statements about funds connected to the charity to conceal his theft. He is also accused of stealing thousands of dollars’ worth of property from the New York State Office of Children and Family Services, although the indictment did not say what kind of property.
Mr. Wills, striking a defiant tone as he stood outside the Queens criminal court where he was indicted, denied the charges.
