Doctor accused of raping girl, 13

Dr. Vishwamintra Persaud, who was convicted in the United States for sexual misconduct against a child, is now being investigated in his homeland for allegedly sexually assaulting a 13-year-old girl.

The teen, who is from a Berbice community, has told Welfare officials that the physician had penetrative sex with her twice. The first incident allegedly occurred in late 2010.

Persaud was detained on Wednesday, but Kaieteur News was unable to ascertain whether he is still in custody.

The girl has been taken into the protective custody of the Child Care and Protection Agency. A medical examination confirmed that she is sexually active.
Kaieteur News was told that Welfare officials learned of the allegations this week against Dr. Persaud after receiving an anonymous call from a female.

According to statements, the alleged victim and her 16-year-old sister gave to Welfare officials, Dr. Persaud had been staying at the family’s Berbice home last year, since he allegedly had nowhere to stay.

He was reportedly treated like a family member and was referred to as ‘Uncle.’
“They would spread beds and everybody would sleep on the floor,” a source said.
Dr. Persaud reportedly then opened a business and employed the girls’ parents.

Kaieteur News was told that the teen alleged that the doctor first began fondling her, and later had penetrative sex with her in November 2010. She alleged that he also had sex with her on another occasion this year.
The alleged victim’s 16-year-old sister has told Welfare officials that she became aware that something was amiss after seeing the physician fondle her 13-year-old sibling.

The girl alleged that she immediately ordered the physician to leave her parents’ house.
Dr. Persaud was barred from practising in Guyana last year after it was revealed that he had been convicted for a sexual offence in the US.

He had pleaded guilty on April 18, 2008 to an attempted course of sexual misconduct against a child. The victim was said to be 17. He was sentenced on June 11, 2008, to an eight-year order of protection.
He was also sentenced to ten years probation, fined US$2,500 and various fees and surcharges.
Dr. Persaud was also ordered to hand in his medical licence and certificate of registration in the United States after his conviction and following a hearing before the Board of Professional Medical Conduct in New York.

The US-trained physician was working at the Georgetown Public Hospital Corporation for about eight weeks with an expired registration certificate before those details were made public.
Former Director of Medical Services Dr. Madan Rambarran had expressed the view that Dr. Persaud “does not pose a risk to the population.”

“In my best opinion…I don’t believe that he poses a risk. The evidence is that the incident for which he was convicted relates to one child. It is not as if there is a pattern of molestation of children… at least that is the information that we have,” Rambarran had said.
