Minister of Human Services and Social Security, Jennifer Webster has urged Commissioner of Police Seelall Persaud to give “special attention” to investigations into the alleged rape of a schoolgirl by the son of a prominent official. The Minister said that she wants to ensure that justice is served. Webster also requested that the Top Cop conduct a “detailed investigation” into allegations that a police rank tried to pervert the course of justice into the matter. “I wish to place on record, my utter dismay with respect to two recent news articles in the Kaieteur News editions of Sunday February 1st (Girl, 15, accuses prominent official’s son of rape) and Monday February 2nd, 2015 respectively, (Schoolgirl sex assault probe…Cop caught on tape negotiating settlement), whereby reference is made to the sexual assault of a 15 year old school girl by the son of a prominent official.  This incident is alleged to have occurred on Tuesday January 27th, 2015, “the Minister said. The schoolgirl is 14. She will be 15 in June. Minister Webster noted that in accordance with the Sexual Offences Act No. 7/2010, Part II titled “Offences” Section 10 (1) specifically speaks to the rape of a child under 16 years of age (the complainant) if the accused “Engages in sexual penetration with the complainant”. “I also wish to bring to your attention, that under the Protection of Children Act No. 17/2009 Section 7 “Duty to Report” Sub-Section III states “where a report is made to a police officer under subsection 1, the police officer shall immediately inform the Director of the said report, investigate the matter promptly and inform the Director of the findings of the investigation.” “I am therefore calling upon you to use your good office, for special attention to be given to have this matter investigated in its entirety, with a view to ensuring that justice is served.  “Secondly, I am also requesting that a detailed investigation be conducted by the Guyana Police Force, as it relates to the allegation of the involvement of the Police Officer, who appears to have been implicated in trying to pervert the course of justice during the investigation process. “I look forward to your cooperation on this matter in this regard.” Minister Webster met with the teen’s mother yesterday, while officials from the Childcare and Protection Agency interviewed the girl and her mother. Indications yesterday are that police have also stepped up their investigations and a report is to be sent to the Director of Public Prosecutions (DPP), with a view of having the alleged culprit charged. He was placed on $50,000 cash bail after being briefly detained last week. Sources told Kaieteur News that he spent some three hours in the lockups, and while there, he was heard boasting to other prisoners that nothing would come out of the matter, and that his family could pay whatever the alleged victim wanted. Kaieteur News was told that the suspect’s father yesterday offered the victim’s mother a $5M settlement, which she refused. The alleged victim has told police that the 24-year-old sexually assaulted her on January 27, last, after luring her into his car under the pretext of taking her home. The incident allegedly occurred last Tuesday at a desolate spot on East Coast Demerara. Kaieteur News understands that the teen has submitted a statement as well as a medical document to police. She reportedly also took photographs which show bite marks that were allegedly inflicted during the assault. This newspaper understands that the 24-year-old suspect has denied that he raped the teen and that the sex was consensual. According to the teen, she had told the man that she was participating in a pageant and was seeking sponsors. She said that last Tuesday, the man contacted her while she was in school, and promised to pick her up that afternoon to discuss his sponsorship for the pageant. She said that while directing him to her home, the man suddenly drove to a desolate road on East Coast Demerara where he parked. She said that the man then removed her underwear and sexually assaulted her. He then dropped her off a short distance from her home, while promising that he would get her everything she wanted for the pageant. According to the girl, on arriving home, she contacted the male relative who had introduced her to the individual who had assaulted her. According to the teen, she also confided in her mother. Kaieteur News was told that the alleged victim and her mother visited the Beterverwagting Police Station the following day. The teen and her mother reportedly visited the Cove and John Police Station the following day, and were subsequently sent to the Brickdam Police Station. There, a police medical doctor examined her. She was also given a medical document to take to the Georgetown Public Hospital Corporation. The teen alleged that another young woman subsequently contacted her by phone and claimed that she narrowly escaped a similar fate after the man lured her into his car under the pretext of wanting to chat with her. There are reports that the man was recently also accused of physically assaulting a former girlfriend and posting nude photos of the woman on the internet.

About time these people realize that money doesn't cut it. They can now charge this prick after he's found guilty, sue him. They 'd come away with more and the rapist gets his time in prison.

 

Well, so much for dreaming because that only happens in other countries..not in Guyana. This just like every other major crime will be swept under the rug.

 

Any word on that Amerind girl who was raped last year? Probably not.

You are correct. The Guyanese judicial system has not convicted a rapist in many years. In the past few years they lost 22 cases that came to court. Victims are paid off, witness disappear, the files are misplaced or juries paid off.

 

We see that it took 6 years to get the case to court of the 19 years brutalized by the fellow released yesterday. Benn's son's case is not being called and Hinds son has not appeared in court the past 8 times.

This is also true of many young women in Berbice, who were raped while applying for jobs, sometimes in government offices.  

Many today have mental problems, some attempted suicide, while  others completed the act of killing themselves.

Rape to young women who might be virgins is extremely traumatic, with serious lasting mental problems.

 

Like suicide, this is a very serious issue that needs to be addressed, or Guyana society will continue to deteriorate.
