denigrate - verb [with obj.] - criticize unfairly; disparage.

Denigrate also means to treat as worthless; belittle, degrade

I think his intention was “degrade” meaning:
To lower in value or social position
To reduce in quality or purity

I am in no way defending him (I know him - he doesn't like libraries ) and I can totally be wrong but was just saying.....

The context is not quite correct for the use of the word denigrate.
Degenerate would be more appropriate.

Denigrate is "more active" - as in denigrating someone.
