it would be an impediment to employment in our own country! I think this is be biggest load of crock that pig eyed fat crook has fed us to date. How in the world can foreigners tell us we cannot be hired in our own country on account of our language? Was Jagdeo lying when he listed the benefits of jobs as a reason for building the Marriott? To date it is only us that has been penalized. First it was the spending of monies into a dark hole to bootstrap unknown investors and how...our language as a problem to employment.

Despite not yet totally sealing the deal with investors, government said that it felt confident, based on negotiations, to have gone ahead with the construction of the US$51M Marriott Hotel.


Construction is on full steam at the Kingston site, next door to the Pegasus Hotel, but there have been questions over the investors.


The Chinese contractor, Shanghai Construction Group (SCG), has also come under fire in recent days after investigations by Kaieteur News found that no locals were employed in the construction phase.


Yesterday, Finance Minister, Dr. Ashni Singh, insisting that there is no secret about the hotel, said that Government went ahead with construction without details of the investors known. He said that discussions were far advanced with investors.


Alluding to Atlantic Hotel Inc. (AHI), a government-owned company established to manage the project, Singh said that discussions were well advanced regarding the issue of financing also.


Disclosures regarding details of the investors will continue to be a sensitive issue until the project is finalized, he stressed.


However, Government remains committed to disclosing details with the Parliamentary opposition parties behind closed doors pending the completion of the deal.


The Minister, during a press conference at the NCN studios yesterday, was at pains to point out that the project will have several multiplying and ancillary benefits generated when completed.
On Friday, AHI’s Chief Executive Officer, Winston Brassington, in an exclusive interview with the state’s news agency, said that the use of a mostly Chinese labour force to construct the multi-million-dollar Marriott Hotel was just one of several conditionalities necessary for the facility’s efficient and speedy construction.


Brassington, who has been under fire as head of NICIL/Privatisation Unit, which manages Government assets, explained that SCG won the bid to construct from 23 other firms.


Initially, the price was US$65M, “but they were able to lower the cost to US$51M with the condition that they be able to control who they employ on the site,” the release said Friday.


In defending SCG’s decision to hire Chinese nationals, Brassington said that the company indicated that “(it) had examined the level of skills available for the project as well as the levels of productivity.”


Brassington added that while the company was asked to employ locals, it was obvious that if the construction of the flagship hotel was to be completed within the specified time, there must be the flexibility of the inputs.


Despite this, the construction company had to comply with the local laws and norms, Brassington said. “For example, even though all of these workers have come by plane and will be here for the duration of the

contract they have to pay NIS and PAYE, so in that way we’re not creating a playing field where they are given any preference over local employment.”
Once Marriott opens its doors, it will eventually employ over 200 Guyanese, Brassington said, and these will be the permanent workers.


The official also said that the issue of productivity and communication had been a cause for concern along with the lack of specialised skills needed for the tasks.


The hotel, when completed will boast 197 rooms, a large ballroom, conference centre, a casino, nightclub, restaurant, a concrete walkway and all other amenities of a world-class hotel.


However, the casino, nightclub and restaurant will be leased to a third party which will manage them separately.

Dummy, all humans have a predisposition towards those with whom they are familiar with ie family friends, tribe, ethnicity or countrymen. The irony here is you see it in the Chinese and miss it in our race identified party and so is oblivious to its inherent latent insidiousness when taken to the extremes.

 

The PPP is a case of the extremes and this is a case of the extremes. They, ( the PPP)  for the sake or preserving the lucrative graft potentials of the project saw not harm in screwing the Guyanese people and allowing this insidious practice by the Chinese that has harmed many nations across the planet. Even to this point we do not know for whom our nation has gone into debt and why has this project begun in light we do not know its "owners"!

 

Note the component of lack of skill ( insult to injury)  is also in the equation. What if the Indians did it with the stadium? How would it be that American projects did the same thing? Do you think we are to expect any different with the Airport construction or the Hydro project or the lumber park they so recently celebrated as a source of employment for locals no less than this? Where has these people ever hired any of the locals ever unless it is to service them as menial laborers and sex workers?

 

Note last week they, with no fear of injuring our national pride, openly stated that Chinese merchants are displacing local merchants on account of their greater sense of organization, competitive spirit and fortitude to get ahead by their hard work. No mention that they under sell because they bring in cheap Chinese goods and keep cost below the national minimum and hire only their own. This is again their tried and true strategy to make citizens of client states they loyal lap dogs.

 

The Guyanese people need to wake up to this reality and understand the context in which they are permitted by their government to be royally screwed this way.

Government’s explanation of why no locals were hired in the US$51M Marriott Hotel project in Kingston has drawn sharp reactions with the main opposition party in the National Assembly, leading to calls for the resignation of the Minister of Finance.
A Partnership for National Unity (APNU) Member of Parliament Joseph Harmon, who has responsibility for public works, is now demanding the immediate resignations of Finance Minister, Dr. Ashni Singh, and head of the Atlantic Hotel Inc., Winston Brassington.

APNU has 26 seats in the National Assembly and together with the Alliance For Change, commands a one seat majority for the Opposition.
On Friday, in wake of growing anger over news that checks at the project found no locals gainfully employed, Brassington in defense said that the contractor, Shanghai Construction Group (SCG), had demanded Chinese labour be used as part of the contract conditionalities.
There have been questions why government was plunging state funds into such a venture, especially as there was no evidence that a feasibility study was ever conducted. While a number of private sector groups have publicly endorsed the project, none of them have reportedly admitted to wanting to invest in it.
Monies, around $2B, were advanced since 2011 and construction began last year but negotiations with the investors are still continuing, a disclosure that is also angering Parliamentarians.
According to Harmon, the country’s laws require that before work permits are granted to foreign nationals, there must be an absence of the skill in Guyana.
“Was there an advertisement for the skills? Is there a shortage of labourers for construction in Guyana?”
The MP said that the claims by Brassington flies in face of the very glaring reality that there is a high rate of unemployment among young people.
“Did this requirement pass over the Minister of Labour or the Minister of Home Affairs and the venerable Attorney General, the champion of constitutional rights?”
The fact that the Board of Directors of Atlantic Hotels Inc. agreed to these conditions should be grounds for their immediate firing, Harmon said.
AHI, a subsidiary of government’s privatization arm, National Industrial and Commercial Investments Limited (NICIL), reportedly includes a number of Government Ministers.

“We must not sell the rights of our people for a few million dollars. It would be interesting to note how much has been paid to the National Insurance Scheme and the Guyana Revenue Authority on behalf of these super efficient workers,” Harmon said.
It was exactly in fear of a scenario like this that APNU had supported a motion, requiring all funding by the state to this project be approved by the National Assembly.
“How could we, as a nation, accept that for the construction cost to be lowered, the right of Guyanese to work as guaranteed in the Constitution of Guyana and the Caribbean be frittered away?”

Gurdle, you really, really, deep down in your guts, don't think the Chinamen will cut $14M in corners/quality? I mean You don't go importing a workforce (that cost mucho mulla), feed them, house them etc. and then give a 20% discount. We talking about CHINEE businessmen here. You can't even go into a 99cent store and come up short with the tax.

The PPP thinks that Mandarin and Hindi shouild be the two official languages of Guyana.  Scrap English and Creolese.

 

Should not the Chinese bring management and professionals who KNOW English to an English speaking country.

 

This is total eye pass.

 

I await to see what the PPP does.  What they never talk about is how many jobs they have created and how the plan to ensure that Guyanese benefit from foreign investment.

 

Of what use are all those "skills development" programs of which the PPP boasts if Guyanese must flock to Trinidad to use those skills?  Ought not there be some insistents by the govt (given that this is a govt owned hotel) that any foreign investment must facilitate the development of the skills possessed by the labor force.

 

Or must Guyanese be limited to cleaning rooms, serving food, front desk, and washing dishes (bet the chefs are imported), as most of the management slots will go to foreigners, as Guyanese definitely do not have the skills to run a 3-4 star hotel (which is what Marriott is).

The investors are nor making this decision.  The Chinese are and Brassington...who is part of the OLD Georgetown elite....allows them.

 

The Marriott is a govt hotel.  Private investors are a facade and as they do not believe that the project is viable, have demanded thatthe govt fully reimburse them if it fails.

 

next time some young kids shove a gun in his face he will learn that maybe if he ensured that they acquired the skills and get the work they would be more productive citizens.

The Islanders do not want them as there are no longer jobs in those places.  If you watched Bamazon you would have noted that gold mining isnt an option for most people, unless they have access to funds, and its a very high risk, and potentially low return venture for those who dont.

 

So here we have an opportunity for Guyanese to find work.  There is sufficient evidence that Guyanese have the skills, as we can see with some of the newer buildings, especially the banks.  This building isnt some elaborate 10 story structure.  If in the 1960s Guyanese workers could have been used to build the Bank of GY and Pegasus why cant they be used now?

 

Chinese can then be used to fill the gaps unable to be staffed by Guyanese.  Furthermore this would also be an opportunity for Guyanese to upgrade their skills.  Indeed Trinis have carved  a niche in building larger structures in many other islands, based on what they learnt at home.  So why cant Guyanese have the same opportunities?

 

No this is a scam by a PPP connected Indo elite who are stealing funds from the tax payers.  If the hotel works, they get a return, even though govt bear5 most of the risk.  If it fails they get their money back, so all the losses will be borne by the tax payers.

 

Tell you what.  If Guyanese lack the skills to build this hotel, they definitely lack the skills to do any but the most menial work, once completed, given that this is the first 3-4 star hotel in Guyana, and most of the other facilities are either small (Cara) or 2 star (Peg and Princess). 

 

So will you then stand idly by when the "investors" bring in workers from Jca and the Dom Rep, or better yet, the Phillipines, claiming that they have skills and Guyanese dont?

Have I not taught you to show respect to your superiors over the years of drumming sense into your head?

The fact is that this is a business transaction, the Chinese were the lowest bidders and they reduced their price further by agreeing to forgo 14m usd to hire their own. The reasons for using their own varies, people doing the same thing day  in day out tend to be much more efficient. They probably outwork their Guyanese counterparts at a rate of 3 to 1.  Guyanese are know to lime on the job and drag their asses, especially AFC/PnC supporters and are more likely to strike and delay the project. The Chinese are shrewd and their bids were the lowest. 

 

Now let us look at the US, building costs are artificially inflated due to union wages and all the inefficiencies that unions bring. But even in the US and Canada there is a growing trend to outsource to the lowest bidders.

I don't engage in gut feelings, just the facts. And the facts say that the Chinese were the lowest bidders for the project and they reduced their price by 14M US to employ their own, any shrewd business organization would have taken that deal. 

And I can't blame them, with the Chinese workers, they have an obedient workforce who will take abuse and not complain, evidenced by all the mundane manufacturing being done in China.

NICIL is not govt so there is no obligation to "do the right thing" by hiring inefficient Guyanese (afc/pnc supporters) who will strike and engage in sabotage a the behest of their leaders just to see this project fail. Thinking about it, I am convinced that shutting out the AFC/PNC workers from this project was the right thing to do, they would be doing their beat to destroy the development in the nation.

The irony here is you see it in the Chinese and miss it in our race identified party and so is oblivious to its inherent latent insidiousness when taken to the extremes.

 

The PPP is a case of the extremes and this is a case of the extremes. They, ( the PPP)  for the sake or preserving the lucrative graft potentials of the project saw not harm in screwing the Guyanese people and allowing this insidious practice by the Chinese that has harmed many nations across the planet. Even to this point we do not know for whom our nation has gone into debt and why has this project begun in light we do not know its "owners"!

 

Note the component of lack of skill ( insult to injury)  is also in the equation. What if the Indians did it with the stadium? How would it be that American projects did the same thing? Do you think we are to expect any different with the Airport construction or the Hydro project or the lumber park they so recently celebrated as a source of employment for locals no less than this? Where has these people ever hired any of the locals ever unless it is to service them as menial laborers and sex workers?

 

Note last week they, with no fear of injuring our national pride, openly stated that Chinese merchants are displacing local merchants on account of their greater sense of organization, competitive spirit and fortitude to get ahead by their hard work. No mention that they under sell because they bring in cheap Chinese goods and keep cost below the national minimum and hire only their own. This is again their tried and true strategy to make citizens of client states they loyal lap dogs.

 

The Guyanese people need to wake up to this reality and understand the context in which they are permitted by their government to be royally screwed this way.

The fact is that this is a business transaction, the Chinese were the lowest bidders and they reduced their price further by agreeing to forgo 14m usd to hire their own. The reasons for using their own varies, people doing the same thing day  in day out tend to be much more efficient. They probably outwork their Guyanese counterparts at a rate of 3 to 1.  Guyanese are know to lime on the job and drag their asses, especially AFC/PnC supporters and are more likely to strike and delay the project. The Chinese are shrewd and their bids were the lowest. 

 

Now let us look at the US, building costs are artificially inflated due to union wages and all the inefficiencies that unions bring. But even in the US and Canada there is a growing trend to outsource to the lowest bidders.

Apple have no plans on bringing their operation back to the US, they only do a small part for show to appease Obama.  The mother board is made in the US by "MACHINES" not human, everything else up to the glass covering is manufactured overseas.

 Corporations have a persona. Apple's persona is functional, efficient, effective and necessary. To maintain that they must ensure the myth making matches its reality. Of late they have decided they will only do business with those companies following a principled workplace ethic its customers would think is reasonable and fair. As such they just revamped their policies to exclude even students. It is not remotely about your ridiculous analogy about Mother Theresa. It is about authentic branding.
