I can't speak firsthand about Indians in India.

I've shopped at Gerard India Bazaar in Toronto and I've noticed lots of headshakes there.

One time I entered a video/music shop there and made some enquiries. The attendant answered me only with headshakes.

People move head to music, maybe that is why.

but I think the real reason is thatIndians are polite.

they don't want to disagree with you, so they give you both a yeas and no answer. The Japanese also behave similarly. They bow for yes, they bow for no.
