You have a little to catch up on. Russia is an impovrished state. They have been under the rule of retrogressive communists for close to two decades and despite having great potential have advanced very little. Russia cannot feed itself. Its industry is horribly behind the times and it spends less than a tenth on its military. The US outspends all of the world combined and that is because it is in the military spending that most advances emerge.
