Of note also ....

When Burnham nationalised the then DEMBA, among others, the following have occurred;

1. The workers completely lost what they were entitled to under DEMBA -- participation in the decision making plus management of the company.

2. Drastic decreases in workers' income were prominent on a yearly basis.

Like I said Cheddi applauded it, so he also shares the blame.  The Leader of the Opposition is supposed to attempt to prevent the Head of State from making "mistakes".  By applauding Burnham, when he sought to dominate the entire economy, to ensure that his dictatorship became entrenched, Cheddi encouraged him.

1. Cheddi Jagan indeed supported the nationalisation of DEMBA. It is referenced publicly that Cheddi Jagan was absolutely dissatisfied in the manner how Forbes Burnham, et al, operated the company without regard to its productive continuity and also in the interest of the people.

2. Leader of the Opposition is not responsible for preventing the Head of State - President - from making mistakes.

Cheddi knew fully well that Burnham was an incompetent egotist and that nationalization would bankrupt the country.  Even if he didn't know this in 1971 when Demba was nationalized by 1976 when Bookers was nationalized he should have definitely known this.

Yet here was Cheddi applauding Burnham because his bosses in Moscow and Havana told him to do so.

Cheddie was a rass hole!!  However, I doubt he could have changed Burnham's attitudes and actions!  Burnham was all powerful, fully backed by the GDF and the CIA.  Yes, he wanted any poker-faced approval from Cheddie to help get Indians onboard, no doubt, but without that, he would have did it anyway.  Jagan knew that!

You cannot change what you agree with.  In fact Burnham's leftward movement was to block Cheddi from gaining the support of the broad swathe of the working class.   In fact Rodney had to go because it was he and not Cheddi who did begin to have the potential to at least temporarily gain broad based support.

Burnham didn't give one rat's ass about Indians because he knew that Cheddi and Janet were hard core communists who were mired by the fact that Moscow and Havana endorsed his behavior, and ordered the PPP to clap.

When Burnham owned the entire economy he had his hands around the neck of all Guyanese regardless of race.  Cheddi gave him the ideological space to nationalize, and he was grateful for how stupid Cheddi was.  So ideologically frozen that he couldn't see that nationalizations made no sense.

Perhaps, it is your personal knowledge about Moscow and Havana.

There is always consultation between government and opposition leaders.

Whether they agree/disagree, the head of government makes the decision and takes responsibilities for the said issue(s).

Of note, there are consultation meetings between Jagdeo and Granger.
