Discretion is given to the Returning Officer to decide what is the best method for tabulating the SOPs. Everyone else who thinks they have a say, they do not.

After listening to most of the judgement it appears as if the process of tabulation/verification will continue with the authority of the RO/deputy to determine how that is done. Any disagreements with the RO/deputy declarations will be properly addressed in an election petition.

Yes Dave, PPP won forcing them not to declare the results. The battle still continues because they have complete control as to what constitutes a valid SOP.

RO have control of the tabulating process and decides who should be present according to the LAW.
Recount will be done for Region 4 but RO has discretion on whether to restart or continue the process.
Any previous declaration is considered null and void.

He cannot refuse party members, that would be unconstitutional. The judge asked the parties to have a reasonable amount of people in order not to slow down the process.
Given their record though, they will still continue to ignore the SOP and use fake PNC SOP.
This will require an international effort for transparency. Statements will still have to made by them insisting on transparency.

Did you have a recording of the Judgement ? if you do ,you are advised to listen again what the Judge said about Political Parties presence at counting. Also take note of Verification.

1. No person shall be present at the counting of the votes except-

b. the Minister, members of the Commission and members of any team of observers appointed by the minister;
c. duly appointed candidates;
d. counting agents;
e. such other persons as, in the opinion of the returning officer, have good reason to be present.
6. The returning officer shall give the counting agents all such reasonable facilities for overseeing the proceedings and all such information with respect thereto as he can give them consistent with the orderly conduct of the proceedings and with the discharge of his duties in connection therewith.
