As a long time ex-phone man, I can say with authority that the container is full of gasoline for the little engine [unseen] which is at the other side of the wall from the telephone. You will notice the fuse box at the top of the phone which provides inter-connection with the engine.
For the phone to work, the motor needs to start and provide power.
The purpose of the bench is to stand out of the water so that a person using the phone do not get electrocuted.
If the container has kero for the guy stove at home, all of the above is untrue and the guy just left it there to tek the picture.

That bench has a hole on the seat.
This appears to be a modern latrine where people can answer all calls. I bet that bottle full of water since no toilet paper around.

Working on phone for decades, a repairperson would say to the customer " Maam/Sir, I am calling about the static on your phone. If you would place the receiver in a paper bag, I will blow all the electronic dust off your phone line, which is causing the static."
Fixing the problem in the central office, we would ask, 'Maam did that fix the problem ?"
" Now please throw the paper back with the electronic dust in the garbage."
