Diverting the blame will not help

OUR capital city of Georgetown has deteriorated from its once proud state of a “Garden City” into a state of a total environmental mess and disgrace. But what is even worse is that those who have been in charge of managing the affairs of Georgetown since 1997 do not seem much concerned and has been spending most of their energy in finding excuses and blame throwing, mainly directed at the government.

The Mayor and his City Hall confederates have been singing a never- ending song of not having finance to execute works necessary to restore Georgetown to its once glory days and also it needs to widen its source of revenue collection. This contention may have some merit, but what is the reality?
First, there has to be a shortage of finance at City Hall because its revenue collection is dismal and nothing tangible is being done to go after those who owe large sums in rates and taxes; consequently, some are now before the courts.
Second, even the small amounts of revenue collected by City Hall are being mismanaged, misappropriated and misspent. Therefore, there cannot be any money available to execute works which are necessary to have Georgetown in a habitable state. And the Burrowes Commission of Inquiry brought out clearly the corruption and the inept and ineffective management which have been permeating City Hall for decades. Therefore, if City Hall cannot manage small amounts of finance, would they be able to properly manage larger amounts?
You do not have to be an economist to know that even with a small amount of money, effective work could be done if that money is managed effectively through the cutting down of extravagance and proper prioritising of spending.
At the same time, City Hall have been failing miserably in ensuring the by-laws governing vending, littering, waste disposal, builders’ waste and construction of buildings are effectively enforced. Consequently, swarms of illegal vending nests have sprung up all over the city unchecked. In fact, some at City hall have actually defended this unfortunate situation and some may be even financially benefiting from kickbacks from these illegal vendors.
Another baseless argument being put forward by some is that central government is not giving assistance to City Hall. However, those who advance this argument are clearly suffering from selective amnesia, because one of the first things this government did when it assumed office in 1992 was to refurbish several roads which were in a horrible and almost impassable state, including Main, Regent and Robb Streets among others. Ever since then central government has virtually taken over road building and repairs in Georgetown and this is in addition to the support it has been providing in drainage and solid waste management. And every time City Hall becomes cash strapped, central government has come to its rescue by paying up its rates and taxes in advance.
The fact is Georgetown is being managed in the same manner this country was managed during those dark and dreadful 28 years. And this is not surprising, because the common factor is, the same political party is involved.
The latest song being played by the Mayor and his City Hall confederates is that newly appointed Town Clerk, Ms. Carol Sooba is responsible for the horrible state Georgetown finds itself in.
But how can this be so when Ms. Sooba has been there for only a few months? Georgetown has been in this state for more than two decades and therefore how can Ms. Sooba be blamed. Strange enough, during the stewardship of previous town clerks, the mayor and company did not place the blame on them.
However, because Ms. Sooba is perceived to be pro-PPP, whether she is so or not, and she has touched some “corns” of his who are now before the courts, the mayor and his cohorts are foisting the blame on her.
The truth is that the mayor and his confederates have fiddled with the city and have failed to get their acts together. It is high time that they either get their acts together or get out. The citizens of Georgetown are fed up.

Returning to themes that disgrace and destroy a nation

Every so often I return to lamentations that any Guyanese that loves his/her country would find depressing. I have constantly revisited abominations like clogged drains that cause unbearable floods even during light rains and the horror story of the Accident and Emergency (A&E) facility of the Georgetown Hospital. Here I am again because of what I have witnessed one more time On Wednesday morning, I parked my car on the parapet outside of the home of Mr. Harold Davis, who the younger folks would not know, but was in charge of GuySuCo for a long time under President Burnham. I needed to make a purchase at Medicare pharmacy directly opposite to where Mr. Davis lives on New Market Street, between Camp and Thomas Streets. As I locked the car, and began to walk, my eyes gazed at the gutter in front of Mr. Davis’ house. The mud was mountainous. The silt in this gutter is not near to the top but filled right up. As I was about to cross the street into Medicare, its manager was crossing too and she enquired what I was looking at. I pointed her to the horrible sight in the gutter with the warning that should the rains come, no way the yards and houses on that street could be saved from a deluge. The next morning (Thursday) it rained heavily and New Market Street had its deluge. It is indeed sad and tragic that Guyanese have to live like this. A few years ago, I made the identical observation about another place not too far from what I saw last Wednesday. And I wrote about it. That time it was Shanta’s Puri Shop on New Market Street at Camp Street. The gutter was filled to the top with mud. I wrote then that should the rains come, that restaurant would be flooded and that did occur. The entrance was fitted out with sandbags. What happens in Georgetown is that when the rainy season comes it brings devastation unrelated to unusual thunderstorms because the downpours have no outlet due to clogged gutters and alleyways. It is simply a nightmarish future for victims. How can citizens and small business people accept this permanent destruction for which they are not to be blamed? It is permanent because once the mountains of mud remain homes and business places will get flood waters. It is totally misleading to lay blame on the City Council. The municipality does not have the manpower and money to undertake that Herculean task. But PPP cynicism perpetuates the nightmare. My interpretation is that the PPP’s judgement is that the opposition controls the City Council, Georgetown is not the PPP’s constituency, so let the mud remain. And the devastation lives alongside an ocean of high rise buildings and a soon to be built Marriott Hotel. As we are on New Market Street let us travel east and visit the Georgetown Hospital. Are the Kaieteur News and Stabroek News on a vendetta against this institution? In the Thursday edition of both papers, the hospital got poor coverage and the reporting was about the facts and nothing else. The Stabroek News quoted the wife of a robbery victim as saying that despite his terrible injuries he had to wait a long time before he was treated. He was attacked in the uncivilized hours of Tuesday morning and the paper reported that when its reporter went to A&E at 9am the next day on another incident, the victim was sitting in a wheelchair, “his face was so badly swollen his eyes were almost closed.” Ten years ago, the Guyanese nation read about similar abominations. Six years ago, the daughter of my neighbour told me her father, the victim of a robbery, died of internal bleeding because A&E took too long to treat him. His restaurant was invaded by a lone gunman and he was shot. Six years ago, I wrote about that. We are into 2012 and look what the Stabroek News observed. The Kaieteur News carried two items on the hospital for that edition. In one, there is the opening line; “Two mothers reportedly experience ‘pure terror and horror’ at the Georgetown Hospital.” Then there is the report, quoting an official that the hospital lacks an important drug that prevents blindness and that has “caused a number of patients to lose sight.” Why is this country a tragedy? For two reasons among others. Amidst ostentatious wealth, look what happens to our poorer folks. And these human atrocities are never-ending. Is this a dead country?

David Granger served the PNC for 40 years which covered the period while he was in the army. It is not hard for us to believe this admittance by Granger himself (during the PNCR town hall meetings) since the PNC practiced party-paramountcy.

This explains the reason why he was Burnham's political liaison to the army and his role in carrying out the orders to steal ballot boxes and terrorise those who stood up against the rigging of the elections in 1973, 1985.

  Dear Editor, The Speaker had advised this nation the message sent by the President consistent with Article 170(3) giving his reasons for withholding assent to the Local Government (Amendment) Bill will be released to the nation after he shared it with Members of the National Assembly. In deference for this apparent protocol, the National Assembly has since met, and by now the President’s message should have been released to the public. The Speaker is called on to release this message. This is the people’s business and ought to be made known to the people. This Bill seeks to deepen citizens’ involvement in their quest for self-determination which is consistent with realising the autonomy of local government and oversight responsibility vested in the constitutionally mandated Local Government Commission (Articles 75 and 78A) and we must know the president’s reasons for non-assent. This obsession with national leaders to dictate what happens in the villages and towns is today seeing another crisis in Georgetown and its environs. The picture of a president, standing in long boots, hands akimbo, in a flooded community in attempt to convey the impression of effective management must not fool us. For the president and team to lay blame for the city’s unhealthy and unsightly state at the doors of the City Council and the PNC is an act of inept political leadership. The City Council comprises councillors from the PPP, PNC and GGG. This nation must call on the president to tell us what recommendation(s) the PPP councillors presented to any statutory meeting to improve the residents’ quality of life and bring relief to the ever present flood crisis.  The City Council must also put this information in the public domain. Failure to provide answers/evidence will confirm that citizens are being held hostage to political immaturity and machinations. Agencies now reeling from the effects and seeking refuge from or abdication of some responsibility are also reminded of the period when the city’s by-laws were enforced for the establishment of businesses in some communities and the use of public reserves. Some have benefitted from the present lawlessness and association with the powers that be promoting this contempt. Now the chickens have come home to roost and all are being consumed, even the innocent.  There was a period in this country, in spite of scarce resources, this level of flooding was unbeknown. Places like Le Repentir Cemetery, National Park, Botanical Gardens, Camp Ayangana, and Eve Leary were never unkempt. What is happening in this society is that we continue to see a government ill-equipped to adequately perform, lurching from crisis to crisis and masking such through wild assertions, and the offer of temporary relief.  The calls for Hamilton Green to go and the appointment of an Interim Management Committee must be resisted by every law-abiding citizen in our quest to protect and respect the right to self-determination. One does not have to like a person to respect his/her rights. Similarly, one does not have to dislike a person to draw attention to his/her transgressions. This is a nation of laws and we must uphold them. Through balloting Hamilton Green-led GGG secured the plurality of votes and the councillors elected him Mayor. He must be removed by the same legitimate process that placed him there.  This society must reach the level when matters of national import see our intolerance for the actions of those who violate laws and transgress rights. The PPP needs to stop undermining the work of local government communities they have not won. The President in the discharge of his duties must set the example to operate within the parameters of the country’s constitution and laws.  For the president and team to take the position it can deny the council resources and obligations (rates, taxes, grants, maintenance of main roads and waterways,  etc.)  because of its political composition (consistent with Articles 10 and 147) is a breach of the Constitution they swore to uphold. Lest we forget, executive authority/supremacy does not mean you operate outside and above the Constitution. The role of an Executive is to carry-out/manage the decisions/desire of the collective and in politics this is driven through the legislature and judicature. The Executive cannot operate contrary to these institutions. In fact, the Executive is guided in its duties by these branches of government. Any policy/decision created and implement by this branch has to be consistent with our laws, which the legislature makes as informed by the Constitution and in instance of conflict, adjudicated by the judicature. Trouble in South Sudan

In a blog posted on August 20, 2013, we warned that all was not well in South Sudan and suggested that this fledgling country could be on the verge of collapse as a result of emerging ethnic rivalries and abuse of power by its leadership.  We noted that the high concentration of power around the presidency and the general weakness of the countries’ institutions mirrored those of other African countries after they gained independence—the results of which were state failure.  We warned that, given the state of affairs in South Sudan, intervention by its military was a real possibility.  Sadly, our prediction has come to pass.

On Monday, December 16, 2013, the president of Southern Sudan announced that his government had successfully thwarted a coup attempt by military personnel loyal to the former deputy president, Riek Machar. The president further proclaimed a curfew from 6 a.m. to 6 p.m. for the security and safety of the citizens. Despite the president’s assurance that the situation is under control, there has been fresh gunfire in Juba this morning. More than 60 soldiers have been killed and casualities could be even higher, as it is difficult to ascertain the true state of the situation on the ground.

In addition to the violence, the effects of the coup attempt are already being felt in South Sudan. International and regional airlines have canceled flights into the country, and communication within and outside South Sudan has become a challenge as mobile phone communication has become intermittent. The apparent breakdown in communication could be a result of the government trying to take control of the situation.  In addition, hundreds of Sudanese people, mostly women and children, have fled their homes and sought refuge at U.N. facilities.

Political instability and the current discontent and fighting between factions allied to President Salva Kiir and his former deputy Machar threaten to rupture the already fragile state of this young country. The repercussions are likely to drive the country into civil war, the outcome of which will be disastrous for the country and indeed the region, as South Sudan is one of sub-Saharan’s largest oil reserve countries. Even more telling of the seriousness of the matter is that the president made the announcement of the attempted coup in full army regalia, instead of his customary suit—possibly a reflection of his readiness for a war with Machar and his allies. Machar, on the other hand, has repeatedly accused the president of intolerance, dictatorship and of running the country as a one-man show. There has also been dissatisfaction within the ruling party itself, with individuals pulling out of the planned talks to heal rifts within the party. Machar leads the rebel group within Sudan People’s Liberation Movement (SPLM), the political party to which both he and President Kiir belong, and has said that he will run for the presidency in 2015.

The threat of civil war is a major concern for the country and its leaders. Civil war has terrible consequences for a least developed country such as South Sudan because it threatens regional stability in terms of trade and diversion of investments and creates an influx of refugees into neighboring countries. In addition, South Sudan’s HDI rank is 171 out of 184, and a civil war will make this dismal rank fall even further as it will undermine the economy’s ability to sustain long-term development.

The challenge for South Sudan, as we stated in the previous blog, is based on the concentration of power at the executive level and the fact that the constitution bestows a lot of power on the president. The people of South Sudan, just like other world citizens, would like to have a democratic country, free from oppression and with an environment in which there are enabling conditions that empower the people to meet their basic needs. Thus, a government that is responsive to the needs of its people is critical for the survival of South Sudan.

It is apparent that South Sudan, two years after independence, is yet to establish legitimacy as a state with a functioning government that can keep its people safe and provide services to them. The recent coup attempt is a testimony of the inability of the leaders in SPLM to maintain unity. The country is run on patronage politics where the dominant figures, President Kiir and Machar, represent interests of the two largest ethnic tribes, the Dinka and Nuer, respectively. The legitimacy of the state can only be achieved if it provides essential services such as education, health and security to the citizens and, as it stands now, the country’s attention is not on providing these services.  There is an urgent need for the government to act quickly to avert the threat of a civil war and instability in the country. International organizations and partners must insist on the country developing participatory institutions and broadening the political field. This can be done by encouraging civil society groups, providing assistance aimed at enhancing the legislative space, and targeting foreign aid and assistance towards the promotion of democracy.  The opportunity cost of instability is too high for this very young country.

Let me disabuse you of this Granger bogeyman you've created.

The document deals with X-13, a PNC plan to overthrow the PPP government by violent means in 1962-63.
The document contains words like arms, ammunition, dynamite, hand grenades, sabotage, Burnham, Hamilton Green.
yuji22, you may say David Granger has blood on his hands, but you cannot say Hamilton Green has abeer on his hands.
Hamilton Green was not playing phagwah with PPP-type people while PNC hoodlums and hooligans were burning and looting and beating and raping and killing innocent people during the early-1960s disturbances.
Now, this same Hamilton Green is alive and kicking, and talking too. Read what he wrote in Stabroek News on October 21:

"...Burnham and Jagan and just a few of us had held secret meetings in an effort to forge a political unity (or a modus vivendi). Things were near fruition when Burnham died, my witness being Elvin Mc David.  After Burnham’s death Hoyte had a strong hostility towards Dr. Jagan, which I did not share.  Hoyte was not aware of the secret Burnham/Jagan talks.  I recall inviting Cheddi Jagan to my home to revive those talks. Dr Cheddi was willing and ready to coalesce with the same PNC of David Granger and Hamilton Green. That was why he called for a National Patriotic Government in 1977, only 4 years after the PNC police killed the ballot box martyrs. That was why he was having secret talks with Burnham in 1985.

The scandalous events unfolding that involves the Minister of Environment and Natural Resources, Robert Persaud, and Mursi Brasil Ventures Inc, is a matter of concern for all Guyanese, and must be seen as a clear and present danger to our National Security and the preservation not only of the pristine environment of the New River Triangle, but more importantly, the territorial integrity of Guyana. This is according to A Partnership for National Unity (APNU), who yesterday in a public missive, said that the Granting of Permission for Geological and Geophysical Survey (PGGS) to Mursi Brasil Ventures Inc. might seem innocuous on the surface, but a deeper examination of the parties involved makes it even more sinister.

APNU said that it notes that one of the persons listed as a Director of the Company- Mursi Brasil, is Yucatan Reis. According to the party, “One would recall that in the November 8, 2011 issue of the Kaieteur News, a photograph was printed showing the Brazilian Governor of the State of Roraima addressing a People’s Progressive Party (PPP) rally at Lethem- Upper Takatu- Upper Essequibo Region…In that Kaieteur News photograph standing next to the Brazilian Governor Jose de Anchieta Junior, on the PPP platform is Mr. Yucatan Reis.” APNU said, “The question that now springs to mind is whether as an inducement for his support of the PPP campaign was handsomely rewarded with the granting of the PGGS.” The party further said, “The question also arises as to the involvement (if any) of the Brazilian Governor of the State of Roraima in this nefarious scheme to sell off Guyana.” According to APNU, the PPP’s financial empire and the failure of the Ramotar administration to be open and transparent are now being exposed for all to see. APNU is the latest to come out in condemnation of the permission granted to Mursi Brasil Ventures Inc. Permission granted by Minister of Natural Resources and the Environment, Persaud, to Muri Brasil Ventures Inc, to survey more than two million hectares of land in Guyana for rare earth elements will pose a border and security threat. According to Financial Analyst, Christopher Ram, in latest writings points out that the Permission Area is located at the confluence of the Kuyuwini and Essequibo Rivers and is right on the border. “Indeed, Annex A to the permission states that Point C of the area is located approximately three hundred yards from the Brazil Guyana border”. Ram charges that had the Minister done the kind of background research which one associates with such major decisions, he would have recognised that the national policy was against any commercial activity in the area. According to Ram, “National security and territorial integrity could be compromised over a huge swathe of Guyana.” He reminded that the Guyana Defence Force (GDF) voiced its opposition in an earlier attempt under the Cheddi Jagan Administration. He said, “It is to ensure that we are not exposed to such threats – as Robert Persaud’s action now does – that the GDF is given a place on the Board of the Geology and Mines Commission.” He said that the “tragedy is that the law allows Persaud to bypass the GGMC and engage in the kind of recklessness starkly demonstrated by the Muri permission.” Regarding the threats to the security and border that Ram suggested; that could be incurred as a result of the deal inked by Minister Persaud. The financial analyst drew reference to the fact that it has drawn a not particularly friendly reaction from Suriname. In that country, its Deputy Speaker of Parliament is calling for her country to lodge a formal complaint with Guyana. According to Ram, “that will certainly complicate issues even as the bigger question remains the border with Brazil.” He said that Guyanese will now wait to see if President Donald Ramotar will define himself and protect the integrity of the borders of this country. “Decisive action on this issue will give some credibility to his Presidency…If he fails to act now, nothing ever will.” Ram has suggested that, in face of the implications and improprieties, President Ramotar has only one option in this matter. According to Ram, the President must scrap the ‘Permission to survey’ given to the company and relieve Robert Persaud of any ministerial duties. Ram suggested that Persaud’s Ministerial performance has been characterised by some grave lapses and his commitment to responsible governance and accountability is even poorer than Guyana’s.

David Granger served the PNC for 40 years which covered the period while he was in the army. It is not hard for us to believe this admittance by Granger himself (during the PNCR town hall meetings) since the PNC practiced party-paramountcy.

The document contains words like arms, ammunition, dynamite, hand grenades, sabotage, Burnham, Hamilton Green.

Hamilton Green was not playing phagwah with PPP-type people while PNC hoodlums and hooligans were burning and looting and beating and raping and killing innocent people during the early-1960s disturbances.
Now, this same Hamilton Green is alive and kicking, and talking too. Read what he wrote in Stabroek News on October 21:

"...Burnham and Jagan and just a few of us had held secret meetings in an effort to forge a political unity (or a modus vivendi). All great leaders of the world including Mandela always put their people first. Dr. Jagan was no exception. It appears that you are a defender of the PNC and Granger and I disagree with your position.

 

I was aware of secret talks in working towards a National Patriotic Front government. Dr. Jagan wanted the good of his country.

 

I have openly attacked Greene, read my posts. Granger is no exception, as a Berbician, I will not rest until Granger and the PNC offer an apology to Indo Guyanese. Gil, are you now a PNC defender ?
