The law stipulates a SOPs be used. The SOPs has serial # which is difficult to rig and easy to trace. These SOPs were used and signed of at the polling station by all required personnel . Someone generate s spreadsheet and start inputting numbers. 

The spreedsheet that was invented was showing more votes than voters in 17 of 23 boxes, and this spreedsheet show APNU has 100 more votes compare to the signed SOPs. Even the observers object to this invented spreadsheet.

“counting of the votes polled” and is provided for by Section 84 (1) of the Representation of the People Act, Chapter 1:03.

The law states that the Returning Officer shall, “in the presence of such of the persons entitled” to be there ascertain the total votes cast in favour of the parties.

Section 86 (1) lists the persons who shall be present at the counting of the votes.

These persons include:

(A) The Returning Officer, and such other Elections Officer appointed by him

(B) The Elections Commission

(C) Duly appointed Candidates

(D) Counting Agents

(E) Such other persons, as in the opinion of the Returning Officer, have good reason to be present.

Whats the big issue in leaving out observers?

The judge said the count is to begin pursuant to rule 84 through 86. The RO must be compliant with the rules. He is not king with the duty to do as he pleases. APNU should be happy to count votes in a transparent way so t he world would not be inclined to say they are crooks who intends to steal an election

The PPP should not participate in the count if international observers from the US, Canada and the EU are barred. 

I believe the PNC already hatched a plan to create more delays and controversy and to steal the elections.

@Former Member Who are you to pronounce on morality?  Django has been objective in his contributions on the elections and he has done what he believes is right.  There is statistical evidence suggesting that the Region 4 numbers provided by the PPP are fake.  I posted a table from a PPP operative that is clearly fake but rather than examining the table to see the problem directly accusations are being hurled at those telling the truth.  

Recount as stipulated by the Court's Judgement is to be done to complete the election results.

It is important that the procedures must follow the process outlined in the Guyana Constitution -- Representation of the People Act, Section 84 (1) Cap 1:03, 25 September, 1964.

Due to the recent Court's decision, it would be prudent for the respective officers conduct the process precisely according to the conditions outlined in the Act.

Accredited Observers, international Representatives, etc., are to be  present until the process is completed.

The RO can use a spreadsheet to tabulate the votes indicated on the SOPs. He can also use an abacus if he so chooses. If he wants to be a typical ridiculous PNC, he can use his fingers and toes. But whatever he tabulates has to come from the SOPs. What the PPP along with every other party other than the Coalition parties objected to was a spreadsheet which was populated with numbers that did not come from those SOPs. The Chief Justice said that that particular spreadsheet is in violation of article 84.

Regarding the accusation that the PPP numbers are fake, Jagdeo said today that the information has been on line for 7 days now and no one from APNU has contested any of it. And don't say that APNU hasn't done so because of decency because only today they, through GECOM were reprimanded by the Chief Justice for issuing a fraudulent declaration.

Anil Nandlall is a good, energetic lawyer but his politics is getting in the way of him being honest with the public.  He has not been telling the Guyanese public and especially PPP supporters the true implications of court rulings related to the NCV and the recent elections.

Official results provided from by GECOM must reflect the SOPs.

Look at the table and if you know basic Arithmetic you'll see that the column showing the total votes cast is the sum of PPP and Coalition votes yet it shows a seat for the smaller parties.  How could this be right?  Any objective person will see this as an indication of fiddling.  

@Kazma ,there are errors and missing SOPS on the website. What the PPP is trying to prove ,weakens their credibility.

The Coalition Government probably saw that ,they don't have to pounce on it with any statements . GECOM is responsible to declare the results.

Where on this compilation does it show that the sum of APNU/AFC and PPP/C votes equal total votes casted? First it was Cathy seeing Russian jumbies.

Bai Django, Granger already told his supporters that he won the elections. You gave the Coalition people too much credit. Look at the attorney they picked to represent them in a case regarding this elections which they have been saying is the mother of all elections. That banna pretty much argued the case for the PPP which prompted the Chief Justice to inquire from him which side was he really advocating for.

Extremely simple ....

1. SOPs are generated by the Election office .. this situation ... GECOM.

2. When the election voting time is completed ... SOPs are generated and are available for each political party's agent to have in their possession.

3. SOPs show the total number of votes cast for each political group.

4. While the votes are OFFICIALLY being counted by the election officials, political groups, based on the obtained SOPs already know the outcome of the result.

5. Of course, political groups and the general public wait for the OFFICIAL ANNOUNCEMENT from the the election office.

What is your source for that summary?

Additional copies of statement of polls are sent in to the chief elections officer and then signed by the commissioners. That is an additional back up verification process ! Thanks to Papa Cheddi, dem rass will have fire in the RO backside if he tries to rig. 

All this BS about GECOM SOP must end. 

PPP commissioners also have SIGNED copies of SOP signed by the chief election officer !

In addition, observers have driven around and took pictures of POSTED SOP in region 4 ! Thanks again to Pappa Cheddi for implementing posted SOP at ALL polling stations. 

These are not fly by night observers. They have observed elections all over the world and all foreign governments are making credible statements based on accurate information provided by these observer teams. Carter Centre is among the most respected !

I do see problems with that summary but I doubt that summary is a product of the PPP. It’s region 4 line does not represent the data that the PPP released on that website.

Have everyone been keeping track that the Coalition has lost every legal challenge since it became the government some 5 years ago. That is proof of it’s tendencies for operating contrary to law and order.
