Some one who works outside of the public service rule and serves at the Minister's pleasure.  They have annual contracts that are renewed at the discretion of the Minister.

And FYI, the civil service was what people used to aspire in our colonial era right up to the 1980s. Those weren't low paying or low in the public esteem. A public servant was pretty much top dog in his local tri-village area.
