Actually Rome has good drivers from what i have seen, but the traffic is horrible.

In Tangiers, I was crossing the street on a pedestian crossing with a walk light.

A woman driver came flying through honking and giving me a hijabbed finger although I had the right of way. It has to with politeness and arrogance. Middle east drivers are not polite. In NY, some areas I dread driving into, while some are very polite. In Miami, I saw a woman driver cursing and fingering a old couple driving on the highway. In PA I saw a trucker actually trying to run a car off the road because it was going too slow.  The trend now in the USA is to shoot people when you get fired or bullied. Soon, look for road rage shooting.

DC get gawking tourists who are always paying attention to something else than how well they are driving. The locals get blamed for their poor driving.

 

Philly is also not bad as they claim and I do not understand how Alexandria VA can be terrible. It is a small town that is congested on weekends and holidays since it is a historic district so that is also not a good indicator of driving aptitude.
