And that is not what he is saying ( with respect to the highlighted section). I suggest you examine closely what they state. The avenues for reforming the constituency will be a people driven enterprise not a party centered project.


If the AFC succeeds in doing all it plans to do regarding its reform of the constitution, there will no longer be an executive President. So if Ramjattan is elected as President under the present constitution, he will lose his executive powers if the AFC-proposed reforms are accepted, and the Prime Minister will wield greater powers. Don't you agree? And no matter if reforming the constitution will be a people driven enterprise and not a party project, the reformed document will still require a two-thirds majority in the National Assembly to be accepted.
You are making assumptions on the constitution we have. I am sure the emphasis would be on a devolved constituency and the president will have a co equal arm of the legislature as his check. The PM position should be eliminated to avoid the confusion you have and re name it a vice presidency. There are many ways to remove the executive presidency and all it entails. Indeed it will take 2/3rds but you are again assuming that the dynamics of political relationships will remain the same.


No, I am not making assumptions. I am commenting on what the AFC has proposed. I would be happy if you can enlighten me on how many ways an executive presidency can be removed based on Guyana's constitution.

Actually my nominating Uncle Moses came out of a conversation I had with him on the very matter. It was he who referred to the Trinidadian Presidency, and explained it to me.

Well, he probably likes the ceremonial type of presidency elected by the members of Parliament. Guyana had such a presidency in Arthur Chung. By the way, the Trinidad president is not responsible for Foreign Affairs. There is a Minister of Foreign Affairs who is a member of the Cabinet and receives instructions from the Prime Minister.

Wikipedia defines his duties thus:
"Under the 1976 Constitution, the President is the nominal source of executive power. Like the British Sovereign (and heads of state in other Westminster Systems), he or she "reigns but does not rule". In practice, executive authority is exercised by the Prime Minister and his or her Cabinet, on behalf of the President. The President appoints as Prime Minister the leader of the largest party in the House of Representatives, and also appoints members of the Senate on the recommendation of the Prime Minister and the Leader of the Opposition."
