Incidentally I never forgot who stole my bike and when I grew older and was working and riding around on my motorbike, the same guy used to ask me for money. And I used to give it to him. I was a free giver for many years before I left Guyana. The guy's name was Django and he used to live in Thomas Street Kitty. Sure I can rise above my victimization but don't have to forget if I don't care to.
And the fact that ONE black stole your bike has scarred you for life to the point where you raise this in a conversation of institutional inter ethnic racism. That was a CRIMINAL act, and he would have robbed if you were black.
If you grew up in NYC, prior to the 90s, some Irish or Italian kids might have done the same thing.
