Taxi driver remanded for molesting girl, 16, at GPHC

Five days after he sneaked into the female ward of the Georgetown Public Hospital Corporation (GPHC), and allegedly molested a 16-year-old girl, Anand Persaud, was arraigned in a City court charged with a sexual offence.

Persaud, 48, a taxi driver,  of Windsor Forest, West Coast Demerara was remanded to prison until October 23, when he will make another appearance in the Georgetown Magistrates’ Court.
The brief court hearing was held in camera.
According to reports, around 00:30hrs, on Sunday, a man, believed to be Persaud sneaked into the third floor of the hospital, which houses the female ward and molested the teenager.
He reportedly told the young girl to place her fingers on her lips and be quiet, while he asked her whether, she loved him and wanted to marry him. It was reported that the 16-year-old, who shares the room with other patients lay helpless, as the perpetrator slipped his hands under her cover and groped her.

Magistrate shifts Dr. Jennifer Westford’s fraud case to November

PPP Member of Parliament and former Minister of Public Service, Dr. Jennifer Westford, was yesterday instructed to return to court on November 12, after her attorney was granted another adjournment date.

Yesterday was Westford’s fourth appearance in the Georgetown Magistrates’ Court.
Her attorney, Neil Boston, was to have made an application to have the matter stayed indefinitely. Instead, Boston requested another adjournment date to address the court.
Police Prosecutor, Corporal Bharrat Mangru, had no objections to his request, which was granted by Magistrate Fabayo Azore.
Westford is currently facing four charges of attempted larceny.
The former minister was placed on a total of $800,000 bail after she pleaded not guilty to the charges. The charges alleged that between July 17, 2014 and June 23, 2015, she attempted to transfer eight state vehicles to four persons, including her husband, Gary Beaton, Osbert McPherson, Wayne Walker and Delroy Lewis.
Westford’s former Chief Personnel Officer, Margaret Cummings, was also slapped with four counts of forgery.
Cummings also pleaded not guilty to four charges which alleged that she forged documents for the purchase of the eight motor vehicles. She has been released on a total of $1.2M bail.
So far, Westford and Cummings have been served with statements in relation to the charges.
Westford is the first high-profile member of the former government to face corruption-related charges.
The Ministry of the Presidency had filed an official complaint to the police in late July, after finding more than $120M missing from the bank accounts of the Ministry.
Investigators allegedly found more than $400M missing from the bank accounts. The police had dispatched a special team to the Ministry of the Presidency to examine records of the payments.
Several staffers, as well as former Minister of Public Service and her ex-assistant, Margaret Cummings, were questioned during the probe.
Investigators had initially looked at 2014 transactions at the Ministry but went back to 2012. The monies were transferred from the Office of the President and were to be used for training workers in the various regions. However, there was no evidence that the regions were in receipt of any money.

NCN paid ‘ghost employees’ $6.6M last year

A State audit of the 2014 financial statements of the National Communications Network (NCN) has confirmed that the entity doled out over $6.6M last year for staffers who were not even working there.

Rather, the 17 persons were stationed elsewhere, at the Office of the President (OP), under the administration of the previous Government, and were known as Media Monitors.

The draft report prepared by the Audit Office of Guyana red-flagged the situation of the Media Monitors. Auditors found that no officer from NCN was tasked with monitoring the works of this group and with making sure that they actually report for work. There were no explanations how the situation could have happened and on whose orders.

Sitting then on the NCN Board of Directors and working at the OP was former controversial Press Liaison, Kwame Mc Coy.

The findings would continue to raise questions about the management of NCN which has been racking up tens of millions of dollars in losses annually, forcing Government to lend cash assistance.

The coalition Government, while in Opposition, had complained bitterly about being refused equitable airtime. It had vowed to reform NCN and make it profitable. A new Board of Directors has been appointed and initial assessments found several abuse and possible cases of fraud at various levels.

“Additionally, the contract for one of the media monitors states that she should be paid a vacation allowance and gratuity for the services provided despite being a temporary employee. As a result, the company was left unaware of whether they were receiving value for the money expended.”

The discovery of the Media Monitors was made by the new coalition Government after they took office in May following General elections. The workers when questioned could not say exactly what they were doing at NCN.

Investigations revealed that the Media Monitors, under the administration of the People’s Progressive Party/Civic (PPP/C), were tasked with responding to critics on social sites like FaceBook and in the Letter to the Editors’ sections of the local newspapers. They reportedly created fake profiles and names to attack persons who raised issues that were seen to be bringing negative publicity to the then administration.

According to the draft NCN audit report, the management of NCN was unable to provide evidence in the form of an advertisement or interview selection and shortlisting for the Media Monitors which form parts of the normal requirements for employment at NCN.

As a matter of fact, it appears the employees were ghosts.

“Personal files were also not prepared for any of the persons employed as media monitors. As a result, the management of NCN may endure difficulty in the event of any disciplinary actions to be taken against any of the employees in question since a track record is not kept,” the draft audit report said.

Also, persons who may have been better suited for the position were not given a chance since the circumstances surrounding the employment of the employees in question remain unknown.

Last year, NCN’s Salaries and Wages bill was $216M.

The State audit, according to the draft report, has been confirming worrying signs of apparent lawlessness.

Auditors found what appeared to be evidence of a major racket involving fuel for vehicles.

One vehicle, it was discovered visited a GuyOil gas station almost daily to fill up. Containers of gas were also collected.

The draft audit report, sent last month to Chief Executive Officer, Molly Hassan, found that NCN had no police clearance evident in the personnel files of 15 new employees for 2014, even though this is a requirement for employment at the company.

“As a result, persons of questionable background that could damage the image of the company may currently be in employment by the company. The contracts for two of the seventeen persons employed as Media Monitors during the year under review were not presented for examination. As a result, the terms of employment and payment details and penalties for breach of contract could not be ascertained.”

The Audit Office recommended that the NCN management investigate the matters and take corrective measures to have them resolved.

NCN’s coverage for its television and radio stations stretches across the coastlands and in some hinterland area.

In a country where killers are offered an airline ticket or given snow-cone money to “take out” people at the request of their rivals, a desperate mother of two is pleading with the police for protection.

She is worried that she might very well be a victim of such a hit if the police don’t act quickly enough.
The desperate woman made this plea after receiving a terrifying phone call in New York from her estranged husband, in Guyana, threatening to execute her if she returns home.
The woman, Tejkumarie Jetto, said that she called and reported the matter to the Skeldon Police Station early yesterday.
When contacted, a police rank who provided his name to his newspaper, confirmed that a statement was taken from the woman over the telephone.
He explained that because Jetto is not in the country, there is nothing the police can do.
“First, if we go to the house and confront her husband, he will deny it so we advised her to stop at the station when she comes back and we will go with her to the house,” the rank explained.
Jetto is currently seeking medical attention in the foreign country but claims that when she completes receiving her treatment, she will have to return home.
Jetto is the same woman, whose husband allegedly paid five men, to enter their Lot 42-26 Grant, 2757 Crabwood Creek, Berbice home on September 05, last to beat both he and his wife in a fake attack to influence the woman to stay in their unraveling relationship.
The fake robbers were allegedly instructed to inflict most of the injuries on her. She was beaten severely with a hammer to the head, arms, feet and even on her fingers.
The men had also ransacked the house and escaped with an undisclosed amount of cash to make it look like a robbery.
However, police, employing their intelligence methods, found out that it was the businessman who hired the bandits to beat him and his wife. He was remanded to prison along with two of the bandits but was subsequently released on bail.
In a telephone interview yesterday, the woman said that her husband wanted to paralyze her so that he could take over her business. She operates a general store at her home while her estranged husband is a taxi driver.
According to the traumatized woman, two days ago her husband called and informed her that if she returns to Guyana, he will have her killed. Now scared for her life, the woman said that she is travelling on a visitor’s visa and can only stay in the USA for up to six months.
Also, she added that she has to take care of her business which is currently being operated by her estranged husband and his relatives.
The woman said that her estranged husband is not interested in her but her property and she is sure that he would go to any extent to get his hands on her assets.
“He told the police that he wanted to paralyze me so that he would have taken care of me and then get my business. I am the one who does everything… he gets up after 10 o’ clock in the morning,” the woman told this newspaper.
Going back to what transpired early September, the woman said that the robbers hit her husband on his head and tied him up. They (robbers) then put him to lie down while they repeatedly beat her with a hammer.
According to the woman, when the fake bandits were tying her husband up, she was begging for his life but when they turned to her, he lay quietly on the floor without saying a word.
Kaieteur News was unable to contact her husband yesterday for a comment.

Bandits shoot bus driver, rob passengers

Two young gunmen, posing as passengers, yesterday shot a route 32 bus driver in the back, before fleeing with valuables belonging to the other travelers during a brazen daylight robbery.
The incident occurred around 11:45 hrs at Flour Mill Road, Agricola, East Bank Demerara (EBD).
Firoz Ghani, 48, of Lot 332 Ruby, East Bank Essequibo (EBE) was shot once in the back by one of the armed men. He is currently a patient at the Georgetown Public Hospital Corporation.
According to information, two men boarded the minibus at Parika and asked to be put off at Flour Mill Road.
Just as the driver stopped at the requested location, one of the men pulled out a gun and instructed him to reverse.
Ghani allegedly tried to drive off when the gunman shot him. The bullet passed through the back of the driver’s seat and struck him in the back.
The armed men allegedly grabbed the passengers’ valuables before fleeing into Flour Mill Road.
The father of two was rushed to the hospital in a taxi by his son, who was the conductor of the minibus.
When this newspaper visited the hospital yesterday, Ghani was in the Accident and Emergency Unit being prepped for surgery.
His son, Rafael Ghani, explained that he and his father were loading the bus at Parika when the two men entered. He said that they thought the men had come from the interior.
“When we reached at Agricola, they said they coming off at Flour Mill Road so when my father stopped, one of them grabbed the passenger’s bag who was sitting next to me and the other one, who was in the third seat, pulled out a gun,” the younger Ghani said.
He added that the bandit with the gun, instructed his father to reserve into Flour Mill Road.
“Like he (shot driver) didn’t see the gun and he tried to drive off but I shout and tell he to stop because the man got a gun. When my father stopped, he shoot him and then grabbed some valuables for other passengers and they run away,” the conductor explained.
Someone who was passing at the scene, in another minibus at the time, recalled seeing a man with plait-hair, holding a gun in his hand and running behind another male into Flour Mill Road.
The amount of money and valuables, the men escaped with, is still to be confirmed.
Early last month, 17-year-old Abdul Kareem Shivrattan was shot in the chest while trying to assist passengers who were robbed at gunpoint when the minibus they were traveling in, stopped at Flour Mill Road.
At that time, the two bandits had boarded the minibus at Diamond.

My understanding, they are also on a recruiting stint.  Some hot-hands from GNI heading over to try their luck!  The latest salary increases seem to garner some attention and interest.

PPP Govt. hid satellite uplink equipment in NCN storeroom

In a major development this week, the Office of the Prime Minister (OPM) has launched an investigation into the discovery of special satellite uplink transmission equipment that has been sitting unused in boxes at the National Communications Network (NCN) Headquarters for the last two years.
During those two years, the Donald Ramotar administration released tens of millions of dollars to Television Guyana (TVG), a company controlled by Dr. Ranjisinghi ‘Bobby’ Ramroop, for transmitting the Learning Channel across the country. But all the time NCN had the capacity to do so.
Ramroop is a close friend of former President Bharrat Jagdeo under whose watch the Learning Channel was started up.
The present coalition Government, when they were in the Opposition until the May 11 General and Regional Elections, had accused the previous administration of deliberately positioning TVG and Ramroop to receive $3.6M monthly ($43.2M annually) for transmitting the signals.
Why NCN did not install the equipment since acquiring it in 2013 is what officials at OPM want to know now.
The matter has reportedly also been brought to attention of the Cabinet of Ministers.

According to NCN officials familiar with the investigations, the new David Granger administration had been reviewing the contract with TVG and recently approved $23M for the purchase of transmission equipment for NCN so that it can take over the satellite uplinks for The Learning Channel.
This was before the Cabinet of Ministers received the shocking news that all the required equipment, to the tune of millions of dollars, had been already purchased by NCN since 2013, and were still in its unopened boxes at the NCN Homestretch Avenue headquarters.
Deliberate?
“What this means is that the previous government had been knowingly paying $3M a month to the Ramroop Group (owner of TVG) when these monies could have been paid to NCN instead,” an incensed senior Government official said yesterday.
It is understood that the NCN management did not inform the new Government of the equipment it had on hand. It was only discovered when a former staff tipped off senior officials and an investigation was launched by OPM, which has the portfolio for public information and oversight of the state media.
The disclosures would continue to raise serious questions over the management of state agencies and assets by the previous administration of the People’s Progressive Party/Civic.
NCN itself had been described as a hotbed for corruption and fraud with evidence emerging that the previous Government frequently interfered in the day-to-day operations.
In April 2011, months before he ended his constitutional two terms in office, Jagdeo announced the launch of The Learning Channel.

That same month, the then Government also announced that it will be using Cable Channel 80 as The Learning Channel for broadcasts in the city and its environs. Different channels are being used for outlying areas.
The juicy deal with TVG was not made known until two years later, in April 2013, when former Minister of Education, Priya Manickchand, in response to questions by then Opposition MP Jaipaul Sharma, disclosed that $3.6M was being paid monthly to Jagdeo’s best friend.
Manickchand had said then that for The Learning Channel to send the signal to the satellite, it would have had to set up a commensurate service that would have required an initial capital outlay of US$150,000 ($30M) plus monthly recurring costs of over $4M in bandwidth rental and associated services.
She insisted that The Learning Channel was using “the only teleport capable of up-linking video-signals in existence in Guyana,”
She added that because the Learning Channel’s bandwidth is bundled with the bandwidth of TVG they are able to negotiate better rates from the satellite operators.
It was widely believed that Ramroop, coincidentally, moved to establish his satellite uplink ahead of the 2011 launch of The Learning Channel.
Contract to End
Last month, Minister of Education, Dr. Rupert Roopnaraine, indicated that Ramroop’s contract comes to an end in December and that his government had no intention of renewing it.
The Minister had noted that The Learning Channel is not being accessed all over the country as it was intended to. He added that NCN is already able to reach all across Guyana so he can see no problem with NCN being able to fulfill this mandate once the other facilities are put in place.
The Alliance For Change (AFC), which forms part of the Government coalition, had made it clear that it is convinced that the TVG deal for $3.6M monthly, was one of the many schemes by Jagdeo to further enrich his close friend.
TVG, it has been reported, collected $70M in 2011 for the transmission of the channel throughout the country, using a dish network receiver system for remote communities.
The Learning Channel is described as a non-commercial, apolitical educational television broadcast network, focused on education, since it started up on April 2011.
It has been producing local programmes including Maths lessons and broadcasting them.
These latest developments surrounding The Learning Channel and its arrangements with TVG would call to mind the drug storage facility that was controlled by New GPC, another company owned by Ramroop.
Government had been paying millions of dollars to rent a facility from New GPC before the shady deal was brought to light.
Several of Ramroop’s companies have reportedly benefited, under questionable arrangements, from billions of dollars in contracts and even state properties over the years from the PPP/C governments.
Opposition MPs, questioning Ministry of Health officials a few years ago, were shocked to learn that New GPC which was supplying drugs to the then Government was being paid to store it.
A new storage facility has since been built in Diamond, East Bank Demerara.

After a lull in crime, the action picks up again while Ramjattan twiddle his thumbs and display Jaguar skin in his office. Meanwhile Granger plan to increase the military to fend out external enemies and give his ministers 50% raises when the emphasis should be on apnu/afc supporters who rob and kill.

Even the elderly now resort to peddling drugs while the afc/apnu give themselves fat cat raises and ignore the pensioners.

East Coast fish vendor loses ring finger in robbery – struggles to move on

Trying to make an honest living is proving too difficult for a mother of four having endured two armed robberies, with the latest causing her to lose her ring finger.Indira Ramgobind of Track ‘A’ Coldingen, East Coast Demerara is a fish vendor who attempted to carry on her business using a donkey cart accompanied by her husband, Shaeed Ibrahim.
She was shot and injured when a lone gunman robbed them of their sales of $4,000 and a gold ring, her wedding band.

It happened on September 1, 2015 while, the couple had left their home at about 07:30 hrs. They were selling fish at Back Street, Non Pareil, a short distance from their home when they were attacked and robbed.
The 50-year-old woman told this newspaper that it was the first time they went to sell fish in the Non Pareil area and they had only made one sale of $1,000 but had an additional $3000 when she was robbed.
She explained that they were moving along on the donkey driven cart which was led by her husband while, she was sitting at the back in the tray when she encountered a young man on a bicycle.
The woman added that she thought he asked them to stop but he did not and he came up to her and started to shoot without saying anything.
The robber just pulled out a gun and began discharging bullets indiscriminately at her and she put up her hand to shield her head when he shot out her ring finger.
She started to bleed profusely and the bandit put his hand in her pocket and took out the money she had and left.
The fish vendor stated that when the bandit started to shoot, her husband tried to act by arming himself with a chopper but the robber continued shooting but residents heard the gunshots.
As a crowd grew the lone gunman jumped on his bicycle and fled the scene.
Ramgobind said she was first taken to Vigilance Police Station then to Dr. Leslie Carter after which she was referred to the Georgetown Public Hospital Corporation (GPHC) where she underwent a surgical operation.
She explained that a re-attachment was not successful as such she has lost some feeling to that hand and her remaining fingers as well.
Ramgobind remarked that she may never regain the full use of that hand and the incident has left her very tramautised and they have not returned to selling fish since.
She said, “What will I do for a living now? We had that donkey and cart and decided to use it to sell fish and look what happened. How do I move on from here?”
A week before that incident, Ramgobind told this publication that she was robbed at her home while she was alone some men came in her bedroom and placed a knife to her neck and demanded she hand over the “box money.”
She stated that she had collected $100,000 and had some other money at home which amounted to $230,000 – all of which was taken.
The woman noted that she is very afraid to go out and vend since the robberies, moreso the recent one she is unsure how she will make a living.
Ramgobind used to sell fish one-day per week at Mon Repos Market, also on East Coast Demerara.
She disclosed that after the robbery she visited the Vigilance Police Station where she was taken on an identification parade where eight young men were displayed.

‘Crack’ charged in murder of Cane Grove rice farmer

A third suspect in the June 01 murder of Cane Grove rice farmer Hardat Kissoon was today charged and remanded to prison. Paul James, also known as Crack, of 59 Durban Street, Lodge was not required to plead to the charge when he appeared before Magistrate Ann McLennan.

Kissoon was travelling in a minibus when another man in the vehicle requested to get off. As the man was passing Kissoon, he pulled out a firearm and held the rice farmer at gunpoint and demanded a bag of money that he had in his possession.
A struggle ensued over the bag during which Kissoon was shot to his chest and the perpetrator escaped with the bag.

117 murders, 896 armed robberies in eight months

  A great 117 murders, 896 armed robberies and 224 reported cases of rape are the latest statistics released by the Guyana Police Force.
  The statistics suggest that the Force may be losing ground in its bid to curb serious crimes.
  The Force’s Public relations Department stated that 114 murders were recorded at the end of September 2015, in comparison to 109 murders at the end of September last year, an increase of five percent.
  Police recorded three more murders up to Monday.
  Worrying for the Force is the fact that there was a ten percent increase in serious crimes for this period this year.
  For the first eight months of 2015, there were 613 robberies in which firearms were used, in comparison to 589 such robberies for the same period last year.
  There was a one percent drop in cases in which robberies were committed with other instruments; 283 this year as against 285 last year.
  The release stated that the force recently published incorrect statistics in relation to rape.
  “Following advice received from the Police Legal Advisor, it was recognised that there was a flaw in the recording process for the offence of rape.
  “The statistics have since been adjusted and reveal that there has been an increase of 19 percent in the number of reports of rape, with 224 reports at the end of September this year compared to 188 for the same period last year.
  Break and enter and larceny and burglary have shown an overall increase of 14 percent.
  Unto the end of September this year, police recovered 89 illegal firearms, including one sub-machine gun, 47 pistols, 24 revolvers, 10 shotguns, six rifles and a pen-gun. In contrast, 60 illegal firearms were recovered during a similar period last year.
  In relation to traffic, there were 90 road fatalities from 76 accidents at the end of September 2015, in comparison to 101 fatalities from 93 accidents for the same period in 2014, a decrease of 18.
  There were also decreases in the serious and minor categories of road accidents, and a six percent increase in accidents in which vehicles were damaged.
  Of those who perished, 31 were pedestrians, eight were pedal cyclists, 23 were motor vehicle passengers, 13 motor cyclists, 11 drivers, three pillion riders and one who was being towed on a bicycle.
  Traffic enforcement by the police has resulted in 43,071 cases for this year being made against errant motorists at the end of September 2015.
  Of this total, 17,582 cases were for speeding, 1,666 for driving under the influence of alcohol, 489 for using cell phone while driving and 1,156 for failing to wear seat belt.

Guyana Police Force (GPF) has now stated that it has been releasing incorrect figures, revealing for the year up to the end of September there has been a 19 per cent increase.
In its monthly statistic report, the Police issued an apology for the “incorrect statistics” that were published on rape. It was previously reported that up to June, there was a 74 per cent increase with 207 reports, while at the end of July, a 68 per cent increase was recorded with 243 reports of rape. By the end of August, the Police reported 164 cases of rape representing a 65 per cent increase.
“Following advice received from the Police Legal Adviser, it was recognised that there was a recent flaw in the recording process for the offence of rape,” the Police stated in a summary report of last month’s statistics.
The Police have since adjusted the figures and outlined an increase of 19 per cent in the number of reports of rape, with some 224 reports recorded at the end of September this year compared to 188 for the same period last year.
Meanwhile, the Police have reported a 10 per cent hike in the number of serious crimes recorded at the end of September when compared to the figures for the same period in 2014. Among the serious crimes policed by the Force are murder, robbery under arms, robbery with violence, robbery with aggravation, larceny from the person, break and enter and larceny, burglary, rape, and kidnapping.

As it relates to murder, the Police said a total of 114 cases were recorded at the end of September, in comparison to 109 murders during the same period in 2014. This represents an increase of five per cent. However, as of October 12, three additional murders were recorded. A Division (Georgetown/East Bank Demerara) saw the highest toll during this time, accounting for 41 of the 114 cases.
Additionally, it was reported that 45 of these murders were disorderly; 21 were committed during robberies; 13, domestic-related; 26 of unknown nature and one case was filed under the “Other” category.
On the other hand, the overall robbery under arms figures increased by three per cent, with 896 cases recorded for the year up to September 30, compared to 874 cases recorded during the same period last year.
According to the Police, robberies involving the use of firearms saw a four per cent increase, while there was a one per cent hike recorded in the number of armed robberies where instruments other than firearms were used by the perpetrators.
As it relates to Break and Enter and Larceny and Burglary, an overall increase of 14 per cent was recorded by the Police in comparison with the figures obtained from the same period in 2014.
Further, the Police have reported that at the end of September, a total of 89 illegal firearms were recovered. These include one sub-machine gun, 47 pistols, 24 revolvers, 10 shotguns, six rifles and one pen-gun. These figures are compared to a total of 60 illegal firearms that were recovered up to this time last year.

Traffic statistics
As it relates to the traffic statistics, the Police Force has disclosed a total of 90 road fatalities from some 76 accidents have been recorded at the end of September, in comparison to 101 fatalities from 93 accidents for the same period last year. This represents a decrease of 18 per cent.
They also reported decreases in the serious and minor categories of road accidents, and a six per cent increase in damage accidents.

Pedestrians were named the main category of road users affected in road fatalities, with 31 such persons having lost their lives at the end of September. In addition, 8 pedal cyclists, 23 persons in motor vehicles, 13 motorcyclists, 11 drivers, 3 pillion riders and 1 person who was being towed on a bicycle also lost their lives.
Further, the Police noted that speeding has been the major contributory factor to fatal accidents, causing 36 of the 76 fatal accidents unto September.
Meanwhile, traffic enforcement efforts by the Police have resulted in a total of 43,071 cases for this year being made against errant motorists at the end of September 2015. Of this, a total of 17,582 cases were for speeding, 1666 for driving under the influence of alcohol, 489 for using a cell phone while driving and 1156 for failing to wear a seat belt.

A Plaisance man, who police are certain was among a gang of bandits that came under fire from the police last week, has been captured.
The 23 year old suspect was nabbed in a house at Tucber Park, New Amsterdam, Berbice, yesterday. At the time he was being treated by a woman for a gunshot wound to his upper hand.

Crime Chief Wendell Blanhum told this newspaper that the police of the Criminal Investigations Department headquarters, Eve Leary, acting on intelligence obtained, went to Berbice where they found the suspect.
The woman, who happens to be the suspect’s girlfriend, has informed police that the suspect had told her that he was shot by the police in Georgetown.
She was also taken into police custody to assist with the investigations.
Investigators say that the wounded man was in a gang that trailed a car load of passengers from the Cheddi Jagan International Airport with the intention of robbing them. However their plans were thwarted when they were intercepted by ranks of the Guyana Police Force.
There was a shootout and the driver of the bandit car who was also wounded, was arrested.
At the time, the police were apparently not aware that another suspect was wounded. It was only after they received information about the suspect in Berbice that they realized how successful their operation was.
Meanwhile, the other man was yesterday remanded to prison, even as he celebrated his 37th birthday.
Former murder accused, Shawn Thom pleaded not guilty to three criminal charges when he appeared in the Georgetown Magistrates’ Courts before Magistrate Ann McLennan.
Thom, of Third Street, Alexander Village, is accused of discharging a loaded firearm at Prim Narine, a Detective attached to the Criminal Investigation Department (CID), with intent to maim, disable, disfigure or cause him grievous bodily harm, on October 7, at Kitty Georgetown.
According to Police Prosecutor, Corporal Deniro Jones, Narine was on duty elsewhere during the court proceedings.
It was alleged that on October 7, at Kitty, Georgetown, Thom allegedly had a .38 revolver in his possession when he was not the holder of a firearm licence.  Further, it was alleged that at the same location, the defendant also had three rounds of .38 ammunition in his possession.
The charges leveled against Thom stemmed from a recent confrontation between police and bandits, who are said to be part of a gang responsible for trailing and robbing incoming passengers from the CJIA. This matter comes up again on October 28, for report.
Thom, who told the court he is a taxi driver, had no legal representation.
During the brief afternoon court session, Thom took the opportunity to raise concerns about his health with the Magistrate.
He explained that since he was discharged from the Georgetown Public Hospital Corporation (GPHC) a few days ago, he has not been receiving medical attention.
Thom pointed out that upon his discharge from the GPHC, nurses had told him that his injured right foot has to be dressed daily. However, he said that he has not been seen by a medical professional since his discharge.
In addition, he told the Magistrate that today (yesterday) was his birthday.
Before the Magistrate made an order instructing that the defendant’s injured leg be treated every day, she wished him a happy birthday.
According to reports, last Wednesday the off duty cop had gone to the CJIA to pick up a relative, when he noticed a yellow IST following him all the way from the airport.
It was reported that the rank contacted his colleagues, informing them about what he had noticed.
Kaieteur News understands that the police turned up close to the rank’s home in Kitty and waited for him to arrive from the airport. When the rank arrived in front of his yard, a car with three men stopped a corner away from his home. Two of the gunmen reportedly exited the vehicle and were liming at a bridge, while one remained in the car.
The gunmen and the police exchaned heavy gunfire, which left Thom injured. The other two gunmen managed to escape, leaving a weapon behind. Police are still on the hunt for another suspect.

Apparently the gun amnesty did not work as we see career criminals still terrorizing the nation. Many of these young men were armed for political purposes by the opposition when the PPP was in power. Granger is having difficulty taking back the guns from his supporters.

Having secured the CCTV footage from the Demerara Harbour Bridge, the Guyana Police Force is now on the hunt for two suspected motorcycles thieves.
The two men reportedly visited a Schoonord, West Bank Demerara, man’s home while he was away at work on Monday last, having left his motorcycle in his yard.
The man who asked that his identify be withheld, told this publication that on Monday last when he returned home around noon, he discovered his motorcycle missing. Its ignition switch had been dislodged and left lying on the ground.
He told Kaieteur News that when he discovered that the bike was missing, he enquired of his neighbour. The neighbour, he said, informed him that there were indeed two men in the yard doing something with the motorcycle.
The man said that his neighbour told him that he was under the impression that it was a mechanic sent to repair the motorcycle.
This was not the case as the men allegedly ‘hotwired’ the motorcycle and made off with it.
Both men reportedly went to the Schoonord WBD residence on one motorcycle with one of the thieves as a pillion rider.
The man said that after he realized what had transpired, he immediately made a report to La Grange Police Station after which he went to the DHB authorities to seek if he could obtain the CCTV footage which he did.
In the CCTV footage the men were observed crossing the Demerara Harbour Bridge heading towards the West Bank, while on a motorcycle with no number plates but on the return trip they were using separate motorcycles including the stolen one.
This has since been turned over to the police to assist with their investigations.

We continue to see the home invasions despite the promise that the afc/apnu will reign in crime. There supporters are so vexed that they didn't get 50% increase that they ramp up the robberies to make up for the shortfall in their own pockets.

Bandits shoot Bath man in home invasion

A 26- year- old Bath, West Coast Berbice man has been admitted to hospital after he was shot in the foot by bandits who invaded his parents’ home early yesterday morning.
According to a police report, at about 01:30 hours yesterday, Umgrie Parmanand, 55, of Bath, WCB, was aroused by the sound of persons in his home.
Two men, one of whom was armed with a firearm, had entered the home through an open window and held him up, along with his wife Chandroutie Parmanand, 52 and son Latchman Parmanand.
The men demanded cash and jewellery and during the incident Latchman Parmanand was shot to his left foot.
The perpetrators took away an undisclosed sum of cash and a quantity of jewellery and escaped.
The wounded man was taken to the hospital while the matter was reported to the police.
No one has been arrested so far.

Police in Berbice are looking for two men who they believe can provide vital information into the robbery of a West Coast Berbice family on Saturday morning.

In a release Police said that about 01:30h on Saturday, Umgrie Parmanand, 55, of Bath Settlement, West Coast Berbice, Region Five (Mahaica/Berbice), was aroused by the sound of persons in his home.

The release said the men, one of whom was armed with a firearm, had entered the home through an opened window and held up Parmanand, his wife Chandroutie, 54, and son Latchman, 26, during which Latchman was shot to his left foot.

The release added that the perpetrators took away an undisclosed sum of cash and a quantity of jewellery then escaped.

Speaking with Guyana Times, the businessman who has been operating a grocery store for 15 years said by the time he realised the men were in his home, one of them was choking him and told him to get out of bed. “He drop two slap on me and then I stand up and ask he wha he want.”

Both of the bandits had their faces covered with hand kerchiefs.

The intruders demanded all the gold and money: “Me say me na gat gold and money, and he take one baton and he start lash me on me head… An when me start holler me wife get up and they lash she one lash an she fall down.”

Parmanand had several sutured wounds to his head while his wife had one to the ear.

Meanwhile admits the noise, the couple’s son jumped over the wall, entered the bedroom and attacked one of the thieves by hitting him and was soon in a scuffle. The other whipped out a fire arm and shot Latchman in his right thigh. The bullet went through and into his left thigh before exiting. “When I see me son get shoot I reverse back an tell dem to go in the wardrobe and take what they want. All what in there you can tae because I ent get anything in there,” the businessman related.

The men took $300,000 which Parmanand said he had saved to pay for on truck instalment.

It is still not known how much jewellery was also taken. According to Parmanand, it was all that his wife had owned and they are still counting to determine the value. “Me bin get one camera and some phone. All that they carry away. They carry away more thing; up to know me na know all wah gone.”

According to Parmanand, this was the first time robbers attacked him. He says the experience was very scary and painful. “Dem man put about twenty-five lash pon me head. When dem gone me feel nice because dem lash wha me get deh… When dem lash you is solid lash. Every lash me ah go down ah ground,” Parmanand said as he described the incident.

The ordeal lasted about twenty-five minutes after which the bandits left the same way in which they entered — by going through a space created by removing louvers from a window. He said he did not go behind them and could not say if any more were outside the house.

A close relative was called and shortly after Police arrived. The entire family was taken to the Fort Wellington Hospital, treated and released.

Police were able to retrieve one spent shell from the scene.

The bandits clambered onto a roof to get to the window, carefully avoiding a CCTV camera.

Police are investigation.

A MAN scorned, who knows his way around guns, yesterday paid his ex-lover a visit, in spite of a restraining order against him, and made good on a threat he’d earlier made. Having promised he’d make her rue the day she left him, he fulfilled it by pushing his hand through a grilled window of her Annandale, East Coast Demerara home, and, taking careful aim, shot dead her infant grandchild, and injured her 12-year-old daughter before fleeing the scene in a waiting blue motorcar.

Dead is one-year-old Ariane Gill, who was shot in the back in the region of the upper left shoulder. Her 12-year-old aunt Ashley Wellington, a student of Covent Garden Secondary, was shot twice in the left leg, and has since been admitted to the Georgetown Public Hospital Corporation (GPHC).

Their assailant has been positively identified as 45-year-old Marc Angoy, who operates a business in the interior and is also involved in mining activities. A former member of the Guyana Defence Force (GDF), Angoy was several years ago charged for murder but was later acquitted.
Reliving the incident to the Guyana Chronicle, Shenay Northon, the woman at the centre of the tragedy, said:
“It was about 1:30 pm; we were at home. The front door was locked, and the back door was locked; my big daughter was inside cooking, and Ashley and Ariane were in the living room watching TV. I was inside taking a rest; and then I hear these shots start going off.”
Springing to her feet, she went to see where the gunfire was coming from. “I see Ashley with Ariane in she hand, running to the back of the house; and I see Marc at the window with the gun in his hand just shooting…
“When we run into the bathroom for cover, I see Ashley foot bleeding; then when I look at she foot, I see two shots. When I check the baby, I see a shot in her back and like she was black-out.”
Hysterical by then, the mother of six said she ran outside of the house, and was just in time to see the shooter dashing up the road, and hopping into a waiting blue car.
She then grabbed the children and ran to the upstairs apartment, the tenant of which offered her the use of their land-phone to call a taxi to take the injured children to the Georgetown Hospital.
Noting that theirs had always been a tumultuous relationship, particularly in the last three years, Northon said the reason she left Angoy was because of the constant abuse she suffered at his hands. “I left him because of abuse in every way possible: physical, mental, verbal, emotional; every way possible,” she said.

At one point, she said, things became so unbearable, she was forced to take out a restrainging order against him. That was back in August, after ending the relationship.
Looking back, she said he’d always threatened to get even with her. “He told me on October 7, when I went up back in the interior, that he is going to hurt the closest thing to me; when he saw me the same day at the river corner, he had a cutlass. He told me he will hurt the closest things to me, and chop me up and kill me; and that how I will live with pain for the rest of my life.”
After the encounter, Northon said she made a report at the nearest police station, but that didn’t stop Angoy from pursuing her. When he wasn’t abusing her verbally, he’d send her text messages saying what he’d like to do to her.
The reason she came home from the interior last Thursday, she said was because of a court matter they have pending. She also came because she knew that the children were afraid to stay by themselves in Annandale, because of the threats.
“I know my children were scared to stay at the home in Annandale, because they know he was in town; so I decided to come home, too, because I couldn’t leave them on their own,” she said. They even slept on occasion at relatives in Buxton.
They’d just come home yesterday to clean and wash up before going back to Buxton when the incident occurred.
She said the reason Angoy targeted those two particular children was because he knew how much she loved them; how close they both were to her heart.

“I normally call her ‘Princess’; and he know I care a lot for these two…” Northon said, adding:
“We tried patching up the relationship many times before, but he is very abusive. He even smoke cocaine in the house, and because of his behaviour towards me, my children could not stand it and they moved out.”
Stressing that she could not live without them, Northon said she made up her mind once and for all to sever the relationship and make amends with her children.
“He called my 12-year-old daughter’s phone 17 times Friday morning; he constantly terrorises us after the separation,” she said. “I even left him with my shop in the interior, and with the help of my son, I opened a new shop recently. He even sabotaged my generator I purchased from Silvies store; he filled the oil pump with sand,” she added.
According to the tenant who lives in the apartment above Northon’s, she heard three loud reports, but thought it was squibs because the Christmas season is fast approaching.
But on peering out the window, she saw a man fleeing up the street. That man was no doubt Marc Angoy.

Three brothers among six held for Dennis Street carjacking

Police have captured six persons-five men and a woman-in connection with the recent hijacking and shooting committed on 53-year-old, taxi driver, Colin Ageday of Golden Grove, East Bank Demerara (EBD).
The suspects, three brothers-Michael and Seon Heywood of 52 A Field Sophia and Selwyn Heywood of Victory Valley Linden, along with James Bourne 19, of 589 B Field Sophia, and Winston DeHaarte of 596 D Field Sophia were captured yesterday after the police received information from a concerned citizen. Tresa Ramitt also of 596 B Field, Sophia is also being held for questioning in connection with the same incident.
Police are still trying to locate another of the Heywood brothers, Shawn, also of 52 A Field Sophia. He is Ramitt’s common law husband and was fingered in the gang that shot the taxi driver to his back around 19:45 hrs on Thursday on Dennis Street, Sophia.
After the men shot Ageday, they made off with his silver grey Toyota Premio HC 3612, which was recovered yesterday after the gang was busted in a B Field Sophia yard.
The vehicle which was already fitted with a different licence plate has been impounded by the police.
Yesterday, the Police, acting on information received from a civilian, went to a yard at B Field Sophia, where they captured the five men and recovered the stolen vehicle. Kaieteur News understands that the civilian saw Seon Heywood changing the vehicle’s number plate and alerted the police.
When the police arrived at the location they found the car that had a knife in the driver’s seat and a piece of stick in one of the passenger’s seat. The music deck was missing from the vehicle.
Kaieteur News was told that the police had to contact Ageday’s wife for a key to open the car.
This newspaper was informed that up to late last evening the suspects were being held at the Turkeyen Police Station.
On Thursday night last someone called a taxi service base in Kitty, Georgetown and requested a car in ‘A’ Field Sophia.
When Ageday showed up, two men entered his car and requested that he drive along Dennis Street to pick up another individual.
When the taxi driver arrived on Dennis Street, the men stuck him up and robbed him.
They then pushed him out of the car, shot him and made good their escape with the vehicle.
Ageday is hospitalized in the High Dependency Unit of the Georgetown Public Hospital Corporation (GPHC). He is said to be in a critical condition.

Female ‘king-pin’ snared in Essequibo, Berbice drug bust

A SEARCH on a house last Saturday at Perseverance, Essequibo Coast unearthed three kilos of cocaine and 38 grams of marijuana, following an intelligence-led operation.Three men and a woman have been arrested and are in police custody, assisting with their investigations. In addition, two other males were arrested in a simultaneous operation in Berbice that was interrelated.
According to reports, investigators targeted a well-known ‘drug house’ which supplies a wider drug trafficking network responsible for distribution within various communities in Guyana.
Police from Georgetown, who visited Essequibo to support ‘G’ Division ranks, saw the arrest of a woman who is known as a major player in the drug operation. She was identified as Laurna Scott, and had been on the law enforcement radar for a long time.
The operation was monitored over several months, following which intelligence revealed that the woman was responsible for supplying cocaine and other illegal substances to the Berbice district. Consequently, there was a simultaneous search of a house in Berbice where other persons connected to the drug operations were arrested.
The woman and her male accomplices are in custody at the Criminal Investigation Department (CID) in Georgetown assisting with the ongoing investigations.
Last week, four Guyanese nationals were nabbed in a major drug operation by officers attached to Drug Squad of the Royal Grenada Police Force, resulting in the seizure of a quantity of cocaine, ammunition and firearms.
This year has seen a large number of drug busts with cocaine being found in a range of export commodities, Meanwhile, a long-awaited permanently-staffed United States Drug Enforcement Administration (DEA) office will be set up here by mid-January next year.

Five remanded after Essequibo drug bust

Five persons who are said to be a part of a local drug ring were yesterday hauled before the Georgetown Magistrates’ Courts, after the police allegedly busted them with over three kilos of cocaine and a large sum of local and foreign currency in a house on the Essequibo Coast.
Appearing before Chief Magistrate Ann McLennan were Gordon Williams, 52, of Lot 25 Sea Street, Lima Essequibo Coast; Marlon Scott, 28, of 503 Respect Street,  Onderneeming, Essequibo Coast; Dennis Mohabir, 50, of Shell Road, Kitty, Georgetown; Damyone George, 34, a taxi driver, of 875 Second Phase Sand Pitt, Onderneeming, and Lorna Scott, 49, of 25 Section C, Lima Essequibo Coast.
It is alleged that on October 17, last, at Perseverance, Essequibo Coast, they had 3.84 kilograms of cocaine in their possession for the purpose of trafficking.
Further, it was alleged that on the same day, at Perseverance, Essequibo Coast, Williams had 23 grammes of cannabis in his possession for the purpose of trafficking. And it was alleged that on October 17, at the same location, Marlon Scott had 30.5 grammes of cannabis in his possession for the purpose of trafficking. The defendants each pleaded not guilty to the charges.
Police Prosecutor, Corporal Deniro Jones told the court that on the day in question, around 16:30hrs, acting on information, narcotics ranks from the Criminal Investigation Department (CID) conducted surveillance of a house at Lot 12 Perseverance, Essequibo Coast.
The ranks after gathering enough information, proceeded to the premises where they conducted a search in the presence of the defendants, who were found sitting inside.
The cocaine was found on a coffee table along with US$4010 and $258,800 in local currency.
Jones said that the police took possession of the cocaine and money and made further checks in the home. The ranks searched a bedroom occupied by Lorna Scott and Willams, where they found 23 grammes of cannabis under a pillow. Another 30.5 grammes of cannabis was found in Marlon Scott’s possession.
The defendants were all shown the drugs found, told of the offences committed, arrested and cautioned. Prosecutor Jones said that Williams told the police that he was caught with his pants down and offered them a bribe.
Attorney Glenn Hanoman made a bail application on behalf of Williams. The lawyer argued that when the alleged narcotic was found his client was in bed recovering from a broken ankle.
Hanoman added that the five persons were all in the building when the alleged narcotic was unearthed. He pointed out that the building is occupied by several persons, while highlighting this as a special reason for Williams to be granted bail.
In addition, the Attorney attested that his client never provided the police with a confession statement.
Attorney, Mark Waldron represented Lorna Scott. During Waldron’s bail application he told the court that his client had been denying any knowledge in the matters from the time she was arrested. The lawyer explained that on the day in question, his client was stopped by the police and searched. Waldron pointed out that nothing was found in her possession.
Additionally, Waldron noted that the defendant is a reputable businesswoman in her community.
Both Attorneys argued that their clients were not flight risks and assured the court that they will attend all court hearings to prove their innocence.
The other defendants had no legal representation.
However, the Prosecutor objected to bail after underlining that no special reasons were presented by the Attorneys to satisfy the court. This objection was upheld by the Magistrate, who subsequently remanded the defendant to prison until October 29.
This matter was transferred to the Suddie Magistrate’s Court.
