PPP wants Caricom to oversee vote verification, recount

Opposition Leader, Bharrat Jagdeo Wednesday night said he told several leaders of the Caribbean Community (Caricom) here in Guyana that the regional grouping could assist in overseeing a recount of votes cast in Region Four if reconciliation of statements of poll show glaring discrepancies.
âCaricom can help to ensure that there is a proper verification, and verification, as provided for in our laws, have two elements â the SOPs (Statements of Poll) and the recount,â Jagdeo, who is also the General Secretary of the Peopleâs Progressive Party (PPP), told reporters shortly after meeting with the delegation of regional leaders. âWe are saying now before any person is sworn in, you have to follow the two verification that the international community has been asking for, including Caricom,â he added.
Jagdeo said if there is a dispute, there should be a recount of all of the boxes at a central location of the Guyana Elections Commission (Gecom) in the presence of the media, and international community and observers. âWhatever the results of the recount in those boxes, we will live with it,â he said.
Under the leadership of Caricom Chairman, Barbadosâ Prime Minister, Mia Mottley, the other leaders who met with President David Granger and members of his governing coalition were St. Vincent and the Grenadines Prime Minister, Ralph Gonsalves; Prime Minister of Grenada, Dr Keith Mitchell; Prime Minister of Dominica, Roosevelt Skerrit and the Prime Minister of Trinidad and Tobago, Keith Rowley.
They were all very tight-lipped and preferred to speak on Thursday at a collective press conference, except for Mitchell who remarked that âprogress is occurring. We (are) getting some progressâĶWe are happy with how things are going.â
Jagdeo told reporters at his Church Street, Queenstown, Georgetown office that he was suspicious of Returning Officer, Clairmont Mingo and since he had declared results for Region Four on March 5, the Statements of Poll most likely ended up in the wrong hands of unauthorised persons.
âWe expressed fears that the SOPs (Statements of Poll) â the chain of custody has been broken and there is a chain of custody that was zealously guarded but since the stopping of the process, those documents have been with some Gecom staff and the RO (Returning Officer) and they are the same ones who made the fraudulent declaration so the SOPs can be compromised,â he said.
With the High Court earlier Wednesday having ruled that that declaration be scrapped because the Returning Officer violated the Representation of the People Act and that reconciliation â whether restart or continue â should begin on Thursday at 11 am, Jagdeo said he was wary that Mingo might go ahead and use flawed statements of poll. At the same time, he said the PPP and observers have sufficient evidence to dispute any bogus SOP. They include tally sheets signed by presiding officers, the Chief Elections Officerâs SOPs signed by two commissioners, and several pictures of those SOPs taken by observers and other persons outside polling stations.
Questioning why the opposition to ending the controversy by having a recount, Jagdeo cautioned that if David Granger is sworn in the region, the international community will not recognise him.
Meanwhile, the Ministry of the Presidency quoted Mr Granger as saying that he would not reject the declaration. âI am committed to the rule of law and the Constitution. We will abide by the declaration of the Elections Commission. Like all of Guyana, we are waiting for the declaration,â President Granger said.
The Head of State reiterated that the seven-member Gecom is independent. âWe have respected the integrity and autonomous nature of the Elections Commission. We respect the Courts, as independent from the Executive and will abide by the decisions of the Court,â the President assured the Caribbean leaders.
Prime Minister Mottley said the regional leaders have traveled to Guyana to find an amicable solution to the challenges facing the countryâs leaders. She said it is undesirable to see the loss of life, injury, and damage to property. âWe are conscious that the court has ruled and that the process [validation] has to be continued. We [Caribbean leaders] do not want to see the loss of life, damage to property or injuries,â PM Mottley said with the full agreement of the other leaders.

The only options are US military intervention or secondly punishing sanctions.
There is no other way. CARICOM will NOT intervene and are there to prop up Granger. It was a PNC master plan. I am beginning to wonder if the high court ruling was also a part of this master plan.

Mingo refusing to use SOPs for total Reg. 4 votes â GECOM Commissioner says
Commissioner of the Guyana Elections Commission (GECOM) Sase Gunraj has reported that the Returning Officer of Region Four, Clairmont Mingo is refusing to present the Statements of Poll (SOPs) to ascertain the total number of votes cast at the March 2 general and regional elections.
The Chief Justice Roxane George on Wednesday ordered the RO to return to the credible and transparent tabulation of ballots in Guyanaâs largest voting district, Region 4 following an injunction filed by a private citizen last week.
âThe RO, Mingo, is refusing to use or present Statements of Poll to ascertain the total number of votes cast in favour of each contesting party. He is instead attempting to use a spreadsheet, which is a clear breach of the tenets of Sec 84(1) of the Representation of the People Act, Cap 3:01,â PPP nominated GECOM Commissioner Gunraj posted on Facebook from inside the building.
He said the use of his phone is restricted as he accused the RO of âapproaching criminal behavior.â
The News Room understands that only one observer from each mission and two-party agents from each political party are allowed inside the GECOM Command Centre on High and Hadfield Street, Georgetown.
Ambassadors from the United States, Canada and the EU were seen approaching the Command Centre earlier.
The Chief Justice in her ruling Thursday noted that every effort must be made to ensure that everyone is satisfied that the process is fair. She added that confidence in the electoral process must be restored.
