Red Carpet welcome for Venezuela’s President todayVenezuelan President Nicolas Maduro is slated to arrive in Guyana at 10:00h today, Saturday August 31 at the Cheddi Jagan International Airport (CJIA) and will be given a red carpet welcome, along with his delegation.

 

At the CJIA, the Venezuelan President will conduct the guard of honour, after which he will head directly to the International Conference Center to begin bilateral discussions with Guyana’s President Donald Ramotar and his delegation.

 

Following the bilateral meetings, President Maduro and others will indulge in a luncheon at State House, after which he will host a press conference with the media.

 

After the press conference, President Maduro will be meeting with civil society members at the conference center and is then expected to depart Guyana.

 

This is Maduro’s first visit to Guyana since he became President.

The petrocaribe deal that Venezuela has with Guyana is expected to continue, the two countries would forge stronger bonds, thus improving the social economic status of both nations.

“Guyana has over the years enjoyed a special relationship with Venezuela and has shared much, both in terms of economic activity and in terms of values, common positions on international fora, collaboration on international events and collaboration on the multilateral level,” said Singh.

“We value greatly the relationship with our Venezuelan neighbours and friends and we can think of many examples of practical manifestations of the richness and strength of our relationship. Perhaps more prominently is the PetroCaribe relationship,” he said. He added that this is an initiative that proved to be transformational to the entire Caribbean region. “Guyana is an appreciative beneficiary of the PetroCaribe initiative,” said the Minister. “We regard this initiative as a good example of collaboration and cooperation for mutual benefit,” he said.

Speaking at the opening of the meeting, leader of the Venezuelan delegation Vice President of the state oil company PDVSA Asdrubal Chavez said that the cooperation between Venezuela and Guyana, which has strengthened with time, is something that late Venezuelan President Hugo Chavez created as an organ of integration for the Caribbean and Central America.

“It has touched us in this region undoubtedly and we have had very significant success that has carried us,” Chavez, a cousin of the late president said. “In addition to PetroCaribe we have cooperation in agriculture, health, transport and education. We believe that this mechanism of PetroCaribe can complete a function that is very fundamental in what is the construction of the cooperation of our two countries,” he said.

He added that the relationship is an open and frank one which does not require actions that go against a country’s sovereignty “and this is how our Supreme Commander (the late President) dreamt of it.”

Most Venezuelans believe Essequibo is part of their country, including grassroots supporters of Maduro. That's the stark reality.

Hugo Chavez didn't make the territorial claim an issue or obstacle to relations with Guyana, wisely so.

If Chavez had forfeited the claim, the whole Veno nation would have risen up in arms against him.

Similarly, if Maduro cancels the claim, he commits political suicide.

So why didn't he publicly and legally drop the claims on the Essequibo? That's all bullshit talk when legally you are pursuing Guyana's land and have maps of Venezuela which include the Essequibo.

With a 21 gun salute and a red carpet, Venezuelan President Nicolas Maduro was welcomed to Guyana at the Cheddi Jagan International Airport this morning, Saturday August 31.

At the airport, President Maduro reviewed the Guard of Honour. He then proceeded to the International Conference Center where the team is currently locked in bilateral meetings.

Following the meeting, a press conference is slated to be held. This is President Maduro’s first visit to Guyana since took up the post of Presidency, after the death of his predecessor, Hugo Chavez.

Following his arrival at the Cheddi Jagan International Airport, President Maduro will meet his counterpart, President Donald Ramotar at the Guyana International Conference Centre (GICC), Liliendaal for a bilateral meeting.

Government officials from the two countries are also scheduled to meet at the same venue for separate bilateral talks.

The parties will then proceed to State House for lunch prior to a press briefing. The State visit will conclude with a social event at the GICC that will see the participation of civil society.

The visit will be Maduro’s first since becoming President of the Bolivarian Republic, to a country that has maintained a longstanding, fruitful and mutually beneficial relationship for a number of years.

Maduro, a protégé of the late Venezuelan President Hugo Chavez became the Spanish-speaking country’s new leader after winning the country’s April 14 general elections.

Hours after Chavez’s March 8 funeral, Maduro was installed the interim President and after taking the oath he hailed President Donald Ramotar who was in attendance, as an extraordinary man of the Caribbean.

During that occasion, he lauded his predecessor for completely changing the foreign policy of Venezuela with the goal of resolving outstanding issues between Guyana and Venezuela, based on brotherhood.

The existing relationship between Guyana and Venezuela is based on mutual respect and understanding, and has led to progress in economic trade, beneficial to both countries.

Guyana is a beneficiary under PetroCaribe, a stewardship initiative under Chavez which has allowed signatory nations to benefit from cheap Venezuelan fuel. In May, Guyana signed a contract for the supply of 140,000 tonnes of paddy and 70,000 tonnes of white rice, continuing an agreement that was sealed for rice exports with Chavez and Guyana’s former President Bharrat Jagdeo.

Recently the Hugo Chavez Centre for Rehabilitation and Reintegration that was built with part funding of US$2M from the Venezuelan Government, was commissioned. At that occasion President Ramotar said the Government of Guyana applauded President Maduro for continuing the legacy to pursue policies for the advancement of the people of Venezuela and of Latin America.

Cocaine found in rice shipment

A 20 ton shipment of Guyanese grown rice that was destined for Venezuela as part of the two countries’ PetroCaribe rice deal has been confiscated by anti-narcotics officials of the Dominican Republic who say that more than 70 kilogrammes of cocaine was found stashed in the bulk consignment.
The drug discovery onboard the in-transit vessel has tasked local and foreign authorities with ascertaining the origin of the illegal substance.  Ranks of the Customs Anti-Narcotics Unit (CANU) are therefore collaborating with their foreign counterparts in Jamaica and the Dominican Republic (DR) to determine whether the narcotic was placed in the rice bags before or after it left Guyana.
Head of CANU, James Singh told Kaieteur News yesterday that a shipment of rice was intercepted in the Spanish-speaking nation on August 13, onboard the MV Azuria.

The drug was contained in 69 packages, weighing a total of 73.34 kilograms.
The vessel is said to be a Liberian-flagged cargo ship. The rice shipment had departed Guyana on August 2nd and docked in Jamaica before moving on to the Dominica Republic where the narcotic was found and laboratory tested.
Investigators say that the drug could have been sneaked on board what has been confirmed as a legitimate shipment of rice from the Guyana Rice Development Board (GRDB) at any of the three ports mentioned.
Declining to go in-depth on the ongoing probe, Singh said however, that the agency is yet to discover whether the drugs came from Guyana and whether the necessary security checks were made on exit.
Head of the Guyana Revenue Authority (GRA) Kurshud Sattur said he could not comment on the issue, since he has been away from the office and will be returning to work today. The GRA head posited however that it would be easy to follow the shipment’s paper trail from the agency’s records. He noted that once the rice shipment was legitimate, then records of its movement would be documented along with the route to its final destination.
As it relates to GRA’s security, Sattaur said, “It is mandatory that all relevant security checks are made.” He noted that the agency’s Drug Enforcement Unit (DEU) would have been responsible for this, while assuring that checks will be made to ensure that GRA procedures were followed.
General Secretary of the Guyana Rice Producers’ Association (GRPA), Dharamkumar Seeraj told Kaieteur News last evening that he is confident that there was no wrongdoing on the local end of the shipment. He explained that the route to Venezuela through the Dominican Republic is not unusual since rice would not be the only commodity onboard the cargo vessel. He noted that when paddy is shipped, it would go directly to the buyer, but rice would normally be exported with other trade goods that are destined for different countries, hence the in-transit stops.
He confirmed that the 20 ton shipment of rice was part of the Venezuela/ Guyana rice deal.
GRDB General Manager, Jagnarine Singh said however that he is unaware of the rice seizure since he was out all day. He noted that all the relevant checks will be made to ascertain information of the cargo’s movement.
So far there has been no local arrest, but reports from the Spanish news agency Dominica Today, say that the nation’s National Drugs Control Agency (DNCD) arrested a third suspect yesterday in relation to the 69 bags of cocaine from Jamaica seized at Caucedo, one of the nation’s busiest seaports.
The news agency reported that the DNCD arrested Jose Manuel Alcántara around noon during a raid on an apartment in Andres, in the beach town of Boca Chica, not far from where the drug was seized. They claimed that Alcantara was arrested with a list of the ships about to dock at the port, where he would have received the drug and then re-ship it.
It was further reported that two other men Robert Garcia Ramirez, 36, and Venezuelan national Yonathan Alberto Reyes were arrested as they were about to leave the country aboard Venezuela de Aviacion airline flight 513, headed to Caracas. The busy Caucedo Port, the newspaper said, is a commonplace for drug shipments.
