This story is developing and will be updated.

The Guyana Elections Commission (GECOM) has released to the media, results for Region Four in the General and Regional Elections and if certified would see the incumbent APNU+AFC winning the general elections by around 7,000 votes .

Public Relations Officer Yolanda Ward forwarded without comment images of Statutory Declaration Form 24. The Form shows the incumbent APNU+AFC securing 136,335 votes while the Opposition People’s Progressive Party/Civic has earned 77,258 a difference of 59,077.

Assuming that these results and those for the other nine regions are mirrored at the General Elections the incumbent would have won the elections by in excess of 7,000 votes or one seat.

Notably Ward released the information almost one hour after the Returning Officer for Region 4 Clairmont Mingo was served with an injunction preventing him from declaring results without completing a verification process which has been stalled all day.

Everyone knew they would cheat and they did. This was massive. They stole some 30 th ousand votes and that is a bitch to do when you have to back fill the boxes. I say there ought to be a court order to seal the boxes and stay the swearing in and demand a court adjudicated recount. The areas where they cheated would be revealed.  I hope they have dead people to fill those places.

@Ray, APNU has not won.

PPP by law has to request a recount, since the RO make a declaration.

We are seeing the observers are saying this declaration is illegal as per agreement and commitment by Gecom. Non of the observers were there and was given the official declaration.

The observers have in their possession the signed SOP for verification.

Basil Williams make a statement that Gecom can change any commitment and does not have to agree with any binding agreement between Gecom and the observers.

See below full statement by Rt Hon Owen Arthur, Former Prime Minister of Barbados and Chair of the Commonwealth Observer Group:

β€œMembers of the Commonwealth Observer Group (COG) have been present at the Office of the Returning Officer, Region 4 in Georgetown over the last 24 hours.

β€œThis morning and this afternoon, 5 March 2020, I personally visited the said office. It is the clear view of the Group that the tabulation of the final election results has not yet been completed and verified according to the established procedures and relevant legal and statutory provisions.

β€œWe strongly urge the Guyana Elections Commission and all parties involved to ensure the process properly follows the legal steps dictated by the laws of Guyana and is in line with the country’s international commitments.”
