The Heads of Mission of the Embassy of the United States of America, Sarah-Ann Lynch, the British High Commission, Greg Quinn, the Canadian High Commission, Lilian Chatterjee, and the Delegation of the European Union, Fernando Ponz-Canto, express deep concern over credible allegations of electoral fraud which may influence the results of this election.
In a statement released to the press, the four diplomats called on all to ensure proper procedures are in place to yield a credible election result.
âA fair and free process is vital for the maintenance and reinforcement of democracy in Guyana.
The ABCE diplomats therefore called on President David Granger to avoid a transition of Government, which we believe would be unconstitutional as it would be based on a vote tabulation process that lacked credibility and transparency.Meanwhile the United Nations, (UN) resident Coordinator, Mikiko Tanaka, issued a statement, which concerns the latest developments in Guyana.
Tanaka said that UN takes note of the statements issued by international observers and Ambassadors accredited in Georgetown raising concerns regarding lack of compliance with national legal procedures and the need to resume the tabulation of results for Region Four.
âWe encourage the relevant Guyanese authorities to finalise the process in a manner which leaves no doubts as to the credibility of the results that reflect the will of the Guyanese people.â
Further the United Nations calls upon all sides to act with calm, patience and in full respect of human rights, the rule of law and Guyanaâs constitutional order.

The United States Government is adding more pressure on the Guyana Elections Commission (GECOM), noting that any Government which is sworn in on the basis of unverified votes in Region Four will be illegitimate.
The US Government continues to maintain that vote tabulation marred Guyanaâs March 2 general and regional elections.
âThe people of #Guyana deserve a credible election and transfer of power that reflects their will.
âVote tabulation irregularities marred #Guyanaâs March 2 elections. Our Ambassador and many observers saw flawed tabulation. Irrespective of todayâs legal proceedings, any government sworn in on the basis of that result would not be legitimate,â tweeted Ambassador Michael Kozak, Acting Assistant Secretary of State for Western Hemisphere Affairs of the U.S. Department of State.
This is the second public pronouncement from Ambassador Kozak following the allegations of electoral fraud at GECOM.
On March 6, he urged that no candidate is sworn in until issues are resolved surrounding the declaration of unverified results for the countryâs largest voting district.
âAt this juncture, preparations to install officials without resolving the serious issues identified in the vote counting process would create a climate of uncertainty for the citizens of Guyana, Guyanaâs international partners, and businesses looking to invest in Guyana,â Ambassador Kozak had said.
Mr Clairmont Mingo, the Returning Officer for the Region Four Electoral District, on Thursday signed off on a declaration that put the APNU+AFC in the lead to take the seat of government, but the opposition says if verification of the statements of poll are verified, it would show the PPP winning.
The opposition PPP and international and local observers want to see the verification process completed before any declaration of the overall results of the elections are made.

The Guyanese opposition is seeking an injunction to declare this monthâs presidential election invalid, amid violence on Friday night in which the police shot dead a protester.
President David Granger was declared the winner of the March 2 election. The U.S. and its allies cast doubt on the vote count in a key district and said they âquestion the credibilityâ of the results produced by the electoral authority, which showed a win for the ruling party in the area
âLike the rest of the international community, we will not recognize the government if itâs sworn in,â said Bharrat Jagdeo, a leader of the opposition Peopleâs Progressive Party. The party has filed an injunction against the nationâs Elections Commission and has demanded a full count, he said.
Attention to the small South American country has risen after a huge off-shore oil discovery became one of the biggest bets for Exxon Mobil Corp. Guyanaâs crude production surged last year, causing the nationâs gross domestic product to grow at the fastest pace in the world
The election has brought unrest among citizens demanding transparency into the vote count amid hopes, and promises from Granger, that the massive oil deposits would alleviate the nationâs poverty.
The oil industry was a central issue in the election. For Exxon, Guyana has gone from a nice-to-have discovery to one thatâs critical to the companyâs future cash flows and dividends.
âExceptionally Badâ
A Global Witness report criticized Grangerâs government for signing an âexceptionally badâ contract with Exxon that deprives the country of $55 billion over the life of the deal. The opposition Peopleâs Progressive Party candidate, Irfan Ali, has pledged to renegotiate oil contracts.
The oil project offers some of the highest returns in the industry at a time when Exxon is struggling to generate cash and grappling with climate change. Shares of the oil giant have fallen more than 30% this year.
The protester was killed after officers were attacked, authorities said in a statement Saturday.
âWeâre a police state now,â Jagdeo said in an interview. âProtesters came out, seven were shot and one killed. Just when weâre approaching a future that can be clearly defined with oil and gas weâll be in serious trouble.â

My dad who has been in politics and trade union for 47 years, told me yesterday, he never witnessed or experience a situation like yesterday, where PPP supporters stand up in thousands and drove police away. The residents were picking up the canister with tear gas and throwing it back at the police and advancing towards the police without fear.
I witnessed the trouble period during PPP Government and did not see police running for their lives, like I witnessed yesterday.
The residents were protesting peacefully until police fired tear gas and rubber bullets at them, thatâs what makes them angry. One of the video posted shows the people standing up taking the rubber bullets.
The young man that die yesterday, his death could have been avoided had GECOM did the right thing.

Lawyers warn of far-reaching repercussions if President sworn in on unverified vote

The Guyana Bar Association late Saturday night warned of the consequences the swearing-in of a President with unverified results could have.
âThe Bar Council expresses its deep concern that any swearing-in of a President of Guyana on the basis of the purported declared results will have far-reaching repercussions,â the Association said in a statement.
The Association was accredited as a local observer for the elections and two days after Mondayâs poll said the elections process was balanced, free, fair and transparent.
However, it said after the issuance of its preliminary statement, its Observation Team noted that the process employed by the Guyana Elections Commission (GECOM) to ascertain the total votes cast for District/Region 4 from the Statements of Poll (SOP) in accordance with Section 84 of the Representation of the People Act, Chapter 1:03 was halted on March 4, 2020, prior to the completion thereof, and not recommenced to date.

The Bar Council further noted that a purported declaration of results for District/Region 4 was made on March 5, 2020.
âIn the circumstances, therefore, The Bar Council of The Bar Association of Guyana joins international observers, particularly, the Commonwealth, Organization of American States, the European Union and the Carter Center, as well as the Diplomats from the United States, the United Kingdom, the European Union and Canada and such other countries and organisations in asserting that there can be no lawful declaration of results of the General and Regional Elections until all legal requirements have been complied with by the Guyana Elections Commission (GECOM) to ensure transparency and credibility of those results,â the Bar Association stated.
The Bar Council called on the Chairperson of the Elections Commission, Retired Justice Claudette Singh, whose reputation as a jurist the Bar Council is aware, to ensure that all necessary steps are taken so that the results can withstand local and international scrutiny and represent the highest international standards as will make all Guyanese proud in the process, before making any declaration required by law to be made by her.

There was a house on fire in Berbice due to some kind of dispute, but not related to the current situation.
East Coast is Calm.. there was some earlier gun shot at Cummings Lodge, which was a robbery by 4 armed men, and of course it scared the residence. Unfortunately, this is the atmosphere at this time. The nights will be long and you cannot trust the police.

âEvery vote must be made to count; and transparently so,â said Chairman of the Caribbean Community [CARICOM], Ms. Mia Mottley. Speaking in this very capacity, Mottley in an audio message issued a call for the electoral officials in Guyana and the representative political parties to work together to achieve a peaceful and lawful completion of the electoral process.

The electoral process, she said, must be adhered to by ensuring the tabulation of the results in all Regions using the Statement of Polls in a transparent manner in the presence of the representatives of the political parties and the electoral observers.
Elections here in Guyana were held on Monday March 2, 2020 and five days later the nation, amidst some frustrations that have evolved into instances of violence in some sections of the country, still awaits an official declaration of the results.
CARICOM on Thursday night issued a statement and another was issued yesterday from the Chief of the independent Caricom Electoral observation team. Both statements, Mottley said, called on GECOM to complete the electoral process.
Commenting on the post-elections state of affairs prevailing in this South American nation, Mottley said, âWe have noted that all sides have been making serious allegations against each otherâ but added that âit is critical that good sense prevails.â
The preservation of law and order, the CARICOM Chairman added, is paramount and all parties must work hard to ensure that there is peace on the roads and in the communities across Guyana. âThere has already been one death reported overnight. That is one death too many,â the official quipped.
Moreover, she added, âIn simple language, we ask the parties to recognise that the primary consideration must not only be who will be President but, moreso, who will be alive come next week or next month, for there cannot be a tolerance for any further loss of life.â
Already Mottley, the Barbadian Head of State, said that she has had discussions with both the President and the Leader of the Opposition in order to inform them that CARICOM stands ready to be able to be there to facilitate further dialogue and any actions that are necessary. âWe have done this on many occasions in the past, including in Guyana, when elections have been highly contentious and when social order and the rule of law has been threatened across the region. We are family and this is what happens when there are disputes in families.â
As such Mottley, assured, âWe will work together to create the space for dialogue and resolution once there is an acceptance on the part of all parties that there is a higher interest beyond simply the result in this electionâ.

1. Subject to the provisions of this Act, the votes cast at the polling places in each district shall be counted by the returning officer of that district in accordance with the provisions of this Part.
2. If the Chief Election Officer is satisfied that it is necessary or expedient in the interests of the carrying out of the provisions of this Part with due despatch or security he may, by notice published in the Gazette, direct that for the purposes of the counting of the votes the returning officers of districts specified in the notice shall count the votes for their respective districts at a place appointed by the said notice and this Act shall have effect accordingly.
3. Where the Chief Election Officer has given a direction pursuant to subsection (29)
a. he may designate one of the returning officers of the districts specified in the notice to exercise general direction and supervision over the counting of votes at the place so appointed;
b. references in this Part to election officers, duly appointed candidates and counting agents shall have effect as if they included references to such persons appointed in respect of any of the districts in respect of which the direction applies.

I don't know the relevance of the court decision anymore, the International Community, including the US state Department, has stated clearly unless Region 4 has been verified, any sworn in president will be unconstitutional. They are there, were at GECOM, they saw it for themselves.
The International community has witnessed the bullyism of the PNC and their cohorts first hand and witnessed the bias of certain members of the judiciary during the NCV, so they want to see the electoral completed in it's entirety before any swearing in.
The world is witnessing the true colors of the PNC in full daylight. They are seeing the lawlessness, brutality and flaunting of the law by a group who oppressed and assassinated their critics for decades.

The International community already stated, regardless of any ruling, the verification much be credibly and transparently verified before any announcement. A dictatorship is being formed right before everyone's eyes. No one is being fooled. Norway already stated all funds granted will need to be refunded.

@Bibi Haniffa, an election cannot be stolen if the final votes have yet to be declared. GECOM cannot declare its final votes as PPP/C has issued an injunction against GECOM's ability to continue its efforts to finalize the tally.
Jagdeo and PPP/C released its own tally of SOPs, going against the process of GECOM. This resulted in smokes and mirrors and violence outbursts as those SOPs were considered authentic. Is there any evidence that it is in fact authentic? And if so, what exactly is that litmus test?
Irrespective of whether some may think GECOM is a compromised regulatory body, PPP/C violated the rules by releasing SOPs and tallies that were not themselves declared as final by GECOM.
Today the court decides first and foremost, whether it has the jurisdiction to block GECOM's declaration of the 2020 general and regional election results. If it does not, Granger will likely be sworn in. If the court does have jurisdiction, proceedings will continue to determine whether the declaration process was in fact compromised.
This will be a long arduous fight that does not end this week, next week or a month from now.

Now that Guyana has a lot to lose, hopefully the PNC come to their senses and understand that they can't get away with any more lawlessness.
They watched the International community do little after the NCV toward the run up to the elections and because of their silly thinking miscalculated as Saddam Hussein did in 1991 that they can do anything and get away with it. Even some posters here boasted that the Coalition has the support of the International community because they don't like Jagdeo. They too failed to consider that it is not about Jagdeo but rather about everyone and most importantly oil.
I think Justice George will allow the injunction to go forward but we will see if she also has a price.

Maybe Rochelle was not following the events as they unfolded on Wednesday and Thursday prior to Jagdeo releasing his SOPs. But more importantly, GECOM has the greatest ability to dispute Jagdeo's numbers but refuse to do so. Furthermore, the injunction doe not prevent the RO from continuing validating the SOPs. It just instructs GECOM from declaring any unverified numbers.

Amral, we will see what the PNC has been doing. They are going to run Guyana like Putin's Russia or Kim Jung's North Korea with a full military display.
Quite frankly, the international community is only involved in this ordeal due to the oil. ExxonMobil has invested too much in Guyana to turn back now. If the United States issues any sanctions against Guyana, ExxonMobil must pull out. This is highly unlikely.
Separately, the international community only called for the process of verification to continue. This can be done with or without representatives of various political parties who may wish to not be present in the verification process. Additionally, there is nothing is law that mandates ascertaining the votes with Statements of Poll in the possession of any of the persons required to be present pursuant to section 86(1), including PPP/C representatives.

Until there is a new government sworn in, parliament is effective dissolved. The Coalition is still a caretaker government. However, now that oil is being pumped out of the sea, that caretaker government will be wondering how come no money is showing up in that account since it is all frozen like how Iran's money had been frozen since 1979. They are making it up along the way. They claimed the Opposition stormed GECOM and stopped the count. What they did not say, it was when word of a major deviation from verification procedure was detected, that's when the opposition went in.
They claiming the PPP issued results of the SOPs. My understanding these are public documents and I saw the PPP listing only of the verified counts. Only much later did the include the SOP numbers from Region 4. In the end, the verification for Region 4 is what is the issue at hand.

The fact is that GECOM was prevented form completing its job because the PPP people basically stormed the commission's building. If you look at what they are saying now it is basically that if the CJ rules in their favor she is fair but if she doesn't she was bought. Behind these sentiments are deep racial biases. From time to time they surface in stark terms. Moreover, you would notice that even those who could barely write English are experts on the constitution. They don't really understand how the law works. This is why they accept everything thrown at them by Jagdeo and his crew.
