PPP has the numbers of Region 4 anyway, but it will be a challenge.

@ Sean , don't know if you are computing the votes , the largest block of voters are in Region 4 , which is left to be declared. Region 7 are a few thousand votes ,which APNU + AFC wins .

They went into a back room and fill out a spread sheet without party officials.
