Police block Marshalls from serving court orders.
Despite repeated efforts, High Court Marshalls could not locate Mingo, Chief Elections Officer Keith Lowenfield and GECOM Chairman, Retired Justice Claudette Singh to serve them the orders. Only the six commissioners were served.

My understanding is that the needed court orders were served yesterday - March 06, 2020 --- perhaps those were totally different issues.
Also, it is highly inappropriate for police officers to hinder/block legitimate personnel to serve court orders.
Interesting to see as issues develop.

The hearing into the application filed in the High Court to determine whether blocking the swearing in of President David Granger over the unverified Region Four elections results is lawful, has been scheduled to resume at 13:30 hours today.
The hearing commence this morning before Chief Justice Roxane George in the Georgetown High Court.
Attorney at Law, Neil Boston S.C, who is representing the Guyana Elections Commission (GECOM) in the matter, requested time to study the affidavits in relation to the challenge presented by the Opposition, Peopleâs Progressive Party/Civic (PPP/Câ)s legal team led by Trinidad-based Senior Counsel, Douglas Mendes.
Mendes, who was present in Court this morning, told the Chief Justice Roxane George that his team was only able to file and serve one of four affidavits to parties representing the other side. He also said that team would need time to file the three additional affidavits. Taking the factors into consideration, the Chief Justice granted time for the parties to file and serve the supplementary affidavits.
The Chief Justice also gave a commitment that she will try to work assiduously to address the matter as âthe nation is waiting.â
Justice George appealed for the cooperation of both the legal teams to have the matter hashed out as soon as possible.

MESSAGE FROM THE ROMAN CATHOLIC BISHOP OF GEORGETOWN ON THE CURRENT SITUATION IN GUYANA.
People are dying, people are being wounded, children are being traumatized, property is being destroyed, the nation is gripped in fear. This is much too high a cost for a national election and for a nation at any time. There are no words strong enough to express the gravity of the situation and the urgency for it to end.
To all accounts the way forward for the restoration of peace and hope rests with a small group of persons who have been tasked with managing the whole election process.
I add my voice to the many others in making strong appeal to the Guyana Elections Commission to expeditiously complete the verification process towards the transparent, formal and lawful declaration of results.
Meanwhile, let us keep our heads above the fray and not let the words of our national pledge fall empty â âĶ to be loyal to my country, to be obedient to the laws of Guyana, to love my fellow citizens and to dedicate my energies towards the happiness and prosperity of Guyanaâ. This is something that we can all do.

France wishes to express its deep concern at the situation in Guyana after the elections which had taken place in good conditions until the results of region 4 were announced without completing the tabulation.
It calls, on behalf of excellent bilateral relations, for a spirit of conciliation and a sense of general interest in favor of all Guyanese.
It supports the unanimous request of the electoral observation missions, including EU, which request a resumption of the counting process verified from the statements of polling.
France warns against any hasty initiative aiming for the president to be sworn in until this verified count has been completed.
Only this procedure will ensure a legitimate, democratically acceptable process and avoid the clashes which unfortunately have already started in different places in Guyana.

President David Granger on Saturday morning attended the 75th birth anniversary celebration for Bishop John Smith, CCH of the Central Assembly of God Church, a brief statement from the Ministry of the Presidency noted.
The event was held at the Ramada Princess Hotel, Providence, East Bank Demerara.
Bishop Smith is also the Chairman of the Ethnic Relations Commission (ERC).

Here's an update by Opposition Leader and PPP General Secretary, Bharrat Jagdeo following today's court hearing.
International ambassadors, representatives plus the accredited foreign personnel for the election are unanimous in their views; the tabulation for Region 4 is inconsistent with the legitimate process of the laws.
Dr Jagdeo spoke like a true leader spreading calm to the nation. At a time of uncertainty the country is looking for leadership while Granger and Harmon spreading division and hate.
Coalition consist of several parties, will it is hijacked by the PNC I don't see any other RACE defending these losers, where are Naga and Rumjaat perhaps they should address the nation on behalf of the PNC but they are ashamed and are kicked to the curb.

In a statement released to the press, the four diplomats called on all to ensure proper procedures are in place to yield a credible election result.
âA fair and free process is vital for the maintenance and reinforcement of democracy in Guyana.

The United States Government is adding more pressure on the Guyana Elections Commission (GECOM), noting that any Government which is sworn in on the basis of unverified votes in Region Four will be illegitimate.
The US Government continues to maintain that vote tabulation marred Guyanaâs March 2 general and regional elections.
âThe people of #Guyana deserve a credible election and transfer of power that reflects their will.
âVote tabulation irregularities marred #Guyanaâs March 2 elections. Our Ambassador and many observers saw flawed tabulation. Irrespective of todayâs legal proceedings, any government sworn in on the basis of that result would not be legitimate,â tweeted Ambassador Michael Kozak, Acting Assistant Secretary of State for Western Hemisphere Affairs of the U.S. Department of State.
This is the second public pronouncement from Ambassador Kozak following the allegations of electoral fraud at GECOM.

âAt this juncture, preparations to install officials without resolving the serious issues identified in the vote counting process would create a climate of uncertainty for the citizens of Guyana, Guyanaâs international partners, and businesses looking to invest in Guyana,â Ambassador Kozak had said.
Mr Clairmont Mingo, the Returning Officer for the Region Four Electoral District, on Thursday signed off on a declaration that put the APNU+AFC in the lead to take the seat of government, but the opposition says if verification of the statements of poll are verified, it would show the PPP winning.
The opposition PPP and international and local observers want to see the verification process completed before any declaration of the overall results of the elections are made.

President David Granger was declared the winner of the March 2 election. The U.S. and its allies cast doubt on the vote count in a key district and said they âquestion the credibilityâ of the results produced by the electoral authority, which showed a win for the ruling party in the area
âLike the rest of the international community, we will not recognize the government if itâs sworn in,â said Bharrat Jagdeo, a leader of the opposition Peopleâs Progressive Party. The party has filed an injunction against the nationâs Elections Commission and has demanded a full count, he said.

The oil industry was a central issue in the election. For Exxon, Guyana has gone from a nice-to-have discovery to one thatâs critical to the companyâs future cash flows and dividends.
A Global Witness report criticized Grangerâs government for signing an âexceptionally badâ contract with Exxon that deprives the country of $55 billion over the life of the deal. The opposition Peopleâs Progressive Party candidate, Irfan Ali, has pledged to renegotiate oil contracts.
The oil project offers some of the highest returns in the industry at a time when Exxon is struggling to generate cash and grappling with climate change. Shares of the oil giant have fallen more than 30% this year.
The protester was killed after officers were attacked, authorities said in a statement Saturday.
âWeâre a police state now,â Jagdeo said in an interview. âProtesters came out, seven were shot and one killed. Just when weâre approaching a future that can be clearly defined with oil and gas weâll be in serious trouble.â
