I acted bit surprised then said let me check so I willed up GNI and saw Dave's postings and read to them what the French and US positions were.

I tell you what, Guyanese Afros care less what anyone outside says or thinks.  They are bold about it and feel all powerful.  I can only conclude that is because of the confidence they have over the control of the GDF.  Beyond that, they don't care!

Family members confirmed in berbice of large police presence, earlier there was some incident of stabbing and chopping ( no confirmed death ) there is new housing scheme at the back of Bath and #10 and the Afro arm themselves with cutlass approaching bath and was driven back by the Indians. 

The indians are in secure points of watching out ...cannnot disclose more on this for security reason and safety. Currently there is no fire. and there was no such fire as the pictures posted earlier.

My dad who has been in politics and trade union for 47 years, told me yesterday, he never witnessed or experience a situation like yesterday, where PPP supporters stand up in thousands and drove police away. The residents were picking up the canister with tear gas and throwing it back at the police and advancing towards the police without fear. 

I witnessed the trouble period during PPP Government and did not see police running for their lives, like I witnessed yesterday. 

The residents were protesting peacefully until police fired tear gas and rubber bullets at them, that’s what makes them angry. One of the video posted shows the people standing up taking the rubber bullets. 

The young man that die yesterday, his death could have been avoided had GECOM did the right thing.

Lawyers warn of far-reaching repercussions if President sworn in on unverified vote

The Guyana Bar Association late Saturday night warned of the consequences the swearing-in of a President with unverified results could have.

“The Bar Council expresses its deep concern that any swearing-in of a President of Guyana on the basis of the purported declared results will have far-reaching repercussions,” the Association said in a statement.

The Association was accredited as a local observer for the elections and two days after Monday’s poll said the elections process was balanced, free, fair and transparent.

However, it said after the issuance of its preliminary statement, its Observation Team noted that the process employed by the Guyana Elections Commission (GECOM) to ascertain the total votes cast for District/Region 4 from the Statements of Poll (SOP) in accordance with Section 84 of the Representation of the People Act, Chapter 1:03 was halted on March 4, 2020, prior to the completion thereof, and not recommenced to date.

The Bar Council further noted that a purported declaration of results for District/Region 4 was made on March 5, 2020.

“In the circumstances, therefore, The Bar Council of The Bar Association of Guyana joins international observers, particularly, the Commonwealth, Organization of American States, the European Union and the Carter Center, as well as the Diplomats from the United States, the United Kingdom, the European Union and Canada and such other countries and organisations in asserting that there can be no lawful declaration of results of the General and Regional Elections until all legal requirements have been complied with by the Guyana Elections Commission (GECOM) to ensure transparency and credibility of those results,” the Bar Association stated.

The Bar Council called on the Chairperson of the Elections Commission, Retired Justice Claudette Singh, whose reputation as a jurist the Bar Council is aware, to ensure that all necessary steps are taken so that the results can withstand local and international scrutiny and represent the highest international standards as will make all Guyanese proud in the process, before making any declaration required by law to be made by her.

There was a house on fire in Berbice due to some kind of dispute, but not related to  the current situation.

East Coast is Calm.. there was some earlier gun shot at Cummings Lodge, which was a robbery by 4 armed  men, and of course it scared the residence. Unfortunately, this is the atmosphere at this time. The nights will be long and you cannot trust the police. 

The Police  are out patrolling and is sending residence in there home, which makes people uncomfortable. residence are using social media / whats up for group chatting and is within their village at strategic location for look out.

Breaking News! “Every vote must count” – says CARICOM Chair to Guyana

“Every vote must be made to count; and transparently so,” said Chairman of the Caribbean Community [CARICOM], Ms. Mia Mottley. Speaking in this very capacity, Mottley in an audio message issued a call for the electoral officials in Guyana and the representative political parties to work together to achieve a peaceful and lawful completion of the electoral process.

The electoral process, she said, must be adhered to by ensuring the tabulation of the results in all Regions using the Statement of Polls in a transparent manner in the presence of the representatives of the political parties and the electoral observers.

Elections here in Guyana were held on Monday March 2, 2020 and five days later the nation, amidst some frustrations that have evolved into instances of violence in some sections of the country, still awaits an official declaration of the results.

CARICOM on Thursday night issued a statement and another was issued yesterday from the Chief of the independent Caricom Electoral observation team. Both statements, Mottley said, called on GECOM to complete the electoral process.

Commenting on the post-elections state of affairs prevailing in this South American nation, Mottley said, “We have noted that all sides have been making serious allegations against each other” but added that “it is critical that good sense prevails.”

The preservation of law and order, the CARICOM Chairman added, is paramount and all parties must work hard to ensure that there is peace on the roads and in the communities across Guyana. “There has already been one death reported overnight. That is one death too many,” the official quipped.

Moreover, she added, “In simple language, we ask the parties to recognise that the primary consideration must not only be who will be President but, moreso, who will be alive come next week or next month, for there cannot be a tolerance for any further loss of life.”

Already Mottley, the Barbadian Head of State, said that she has had discussions with both the President and the Leader of the Opposition in order to inform them that CARICOM stands ready to be able to be there to facilitate further dialogue and any actions that are necessary. “We have done this on many occasions in the past, including in Guyana, when elections have been highly contentious and when social order and the rule of law has been threatened across the region. We are family and this is what happens when there are disputes in families.”

As such Mottley, assured, “We will work together to create the space for dialogue and resolution once there is an acceptance on the part of all parties that there is a higher interest beyond simply the result in this election”.

On Thursday, 5th March, 2020, we were individually served with copies of an Order of Court by Marshalls of the Supreme Court of Judicature.
The Order of Court was issued in the matter of REEAZ HOLLADAR v. RETURNING OFFICER, CLAIRMONT MINGO; CHIEF ELECTIONS OFFICER, KEITH LOWENFIELD & THE GUYANA ELECTIONS COMMISSION. The said Order read as follows:

IT IS HEREBY ORDERED AND DIRECTED THAT an Injunction be and is hereby granted restraining the Returning Officer, Clairmont Mingo, Election District Number Four, in the Cooperative Republic of Guyana, and/or the Chief Elections Officer, Keith Lowenfield, and the Guyana Elections Commission (GECOM), jointly and severally, either by themselves, their servants and/or their agents, and/or by each of them, from in any manner whatsoever, declaring the votes recorded for each List of Candidates, for the said district before first complying with, or ensuring the compliance of the process set out in Section 84 of the Representation of the People Act, Cap 1:03., Laws of Guyana;
IT IS HEREBY ORDERED AND DIRECTED THAT a Mandatory Injunction be and is hereby granted compelling the Returning Officer (RO), Clairmont Mingo, Election District Number Four, in the Cooperative Republic of Guyana and/or the Chief Elections Officer, Keith Lowenfield, and the Guyana Elections Commission (GECOM), jointly and severally, either by themselves, their servants and/or their agents, and/or by each of them to comply with the letter and spirit of Section 84 of the Representation of the People Act, Cap 1:03., Laws of Guyana, forthwith and then to declare the votes recorded for List of Candidates for the said district in accordance with Section 84 of the Representation of the People Act, Cap 1:03., Laws of Guyana.
IT IS HEREBY ORDERED AND DIRECTED THAT an Injunction be and is hereby granted restraining the Guyana Elections Commission (GECOM), either by itself, its servants and/or agents, and each and every one of them, from in any manner whatsoever, declaring the total number of valid votes of electors for each List of Candidates recorded in the Guyana National and Regional Elections 2020, until and unless the Returning Officer, Clairmont Mingo, Election District Number Four, in the Cooperative Republic of Guyana, and/or the Chief Elections Officer, Keith Lowenfield complies with and ensures the compliance of the process set out by the provision, letter and spirit of Section 84 of the Representation of the People Act, Cap 1:03., Laws of Guyana.

In our presence and at the same time, the said Order was also served on all members of the Commission. We are also aware that several attempts were made to effect service on the Chairman of Guyana Elections Commission, the Chief Elections Officer and the Returning Officer. In any event, an appearance was entered in the Court proceedings on behalf of the Chief Elections Officer and the Returning Officer.

On the evening of Saturday, 7th March, 2020, we received an e-mail from Chief Elections Officer, Keith Lowenfield, which was addressed to the Chairman and copied to all Commissioners of GECOM, as follows:

Dear Madam Chair,
I have received declarations from Returning Officers for General and Regional Elections 2020 from Districts 1 – 10.
In accordance with Cap 1: 03 Section 99, I have prepared the final report for submission to the Commission.
In this regard, a request is made for a meeting of the Commission at your earliest convenience.

These matters continue to engage the attention of the Chief Justice, Roxanne George, sitting in the High Court.
We consider this invitation to meet as a flagrant attempt to breach the Order of Court aforesaid and a naked attempt by the Chief Elections Officer, Keith Lowenfield, to suborn us to breach an Order of Court and exposing us to liability for contempt of Court.
As holders of a constitutional offices, we are at all times obligated to obey the Constitution and other laws of Guyana and we consider this invitation to meet as not only a violation of our duty to uphold the Constitution but also an invitation to subvert the course of justice.
We wish to reiterate that our unconditional position is that Section 84 of the Representation of the People Act, Chapter 1:03 of the Laws of Guyana was not complied with by the Returning Officer and therefore the purported declaration of the votes recorded for each list of candidates is invalid, null, void and of no effect.
For the foregoing reasons, we will not respond to any such or further invitations from the Chief Elections Officer, Keith Lowenfield or Chairman of Guyana Elections Commission, Justice Claudette Singh, while the Court proceedings are still extant.

Section 84, Representation of the People Act, Guyana

84.

1. Subject to the provisions of this Act, the votes cast at the polling places in each district shall be counted by the returning officer of that district in accordance with the provisions of this Part.

 2. If the Chief Election Officer is satisfied that it is necessary or expedient in the interests of the carrying out of the provisions of this Part with due despatch or security he may, by notice published in the Gazette, direct that for the purposes of the counting of the votes the returning officers of districts specified in the notice shall count the votes for their respective districts at a place appointed by the said notice and this Act shall have effect accordingly.

3. Where the Chief Election Officer has given a direction pursuant to subsection (29)

  a. he may designate one of the returning officers of the districts specified in the notice to exercise general direction and supervision over the counting of votes at the place so appointed;

  b. references in this Part to election officers, duly appointed candidates and counting agents shall have effect as if they included references to such persons appointed in respect of any of the districts in respect of which the direction applies.
