I was in the audience (as a scribe reporting for community publications) last Friday evening at the Queens public meeting where President Donald Ramotar updated the diaspora on the state of affairs in their homeland and fielded questions.Donald was booed a couple times (for remarks contrasting crime and sanitation with other countries and on corruption) and praised several times. What struck my attention was not what the President said but what he did not do or say. He failed to acknowledge and recognize the significant contributions of some towering New York-based personalities who helped to put the PPP into office and who played a critical role in the restoration of democracy in Guyana. He should have used his trip and or the speech to bring healing to and unite the disparate factions of the PPP’s support group, Association of Concerned Guyanese.

At the Ramotar public engagement, I saw former loyalists of the Association of Concerned Guyanese, support group of the PPP in America, who had a public fall-out with Mr Ramotar and who were very critical of him prior to the November 2011 elections. I know these individuals very well since 1977 having joined them (though I am not an ACG member) in protests, rallies, picketing exercises, etc, against the 24 year old PNC dictatorship. They were a small group but very dedicated to the cause and effective at organizing public actions and several of them attended numerous protest events and rallies organized by myself, Dr Baytoram Ramharack and Vassan Ramracha – all pioneers and founding fathers of the New York Guyanese revolutionary movement that helped to usher in democracy in the homeland. The PPP and Guyanese owe the ACG early activists (such as Arjune Karshan, Chuck Mohan, Mel Carpen, Joe Kanhai, Flatty Singh, Danny Singh, John Drepaul, β€˜V’, etc), and later ones like Joe Kanhai, Abudul Hafeez, Chris Sarabit and his brother Michael, Samad Ally, individuals like Ramharack, Ramracha, Joe Ragnauth (DLM), Mahadeo Persaud, Dr Ravi Dev, Pandit Ramlall, Ramesh Kalicharran, Vishnu Bandhu, others activists of the WPA support group, etc a debt of gratitude for their commitment to the struggle. Political struggle was not easy. Very few people were interested in Guyana and we could not raise a dollar from them. Only a handful of us took up the cudgel β€” unrelenting in our activism to lobby international organizations and governments for the restoration of democracy in our former homeland. Even a Chinese Jamaican, Richard Chin, who joined us in the struggle, deserves kudos. Many of the activists suffered tremendously because of their commitment to the struggle – families were neglected and broken. Because they were so strongly wedded to the anti-dictatorial movement, some marriages ended in divorce. Some of the activists like Ramharack, Vassan, and myself gave virtually all of our financial resources to the movement; our incomes were used to fund activities and print literature for free public distribution. Virtually no New Yorker, apart from Karshan who served as Ambassador to Suriname for over 10 years, who partook in the revolution was ever recognized, honoured or rewarded for their immense contributions to the struggle. A few opportunists were highly rewarded. The ACG splintered after the restoration of democracy and the departure of Karshan who was the leader of the group for many years.

President Ramotar had a historic and unique opportunity last Friday to make a gesture to those former stalwarts of the struggle of the need for healing and a desire to reconcile factions. The presence of some of these ACG founders and activists, once critics of Mr Ramotar and former President Jagdeo, at the meeting was a clear signal of their desire for reconciliation with the PPP leadership but no one paid heed. President Ramotar should have taken advantage of his presence in NY to unite the various factions and to bring former stalwarts together.

Compromise and reconciliation with critics (overseas and domestic) are critical for the PPP especially if it is to recover lost support. The former PPP activists, turned critics, are not enemies of the party. They ought to be recognized for their hard work to help liberate Guyana from oppressive rule. On the issue of reconciliation, the PPP also needs to reach out to others who left (or were pushed out) for whatever reason. One name that comes to mind (and there are several including Lionel Peters, Sasenarine Singh, etc) is the experienced and highly respected Ralph Ramkarran. The PPP cannot afford to lose one vote and it will be very difficult for the party to win a majority in the next election without Ramkarran (given that Moses Nagamootoo is campaigning against the PPP) high in the line-up. And elections are not far away with Moses threatening a no confidence vote, the PNC saying it is ready for an election, and the PPP saying elections will be held soon. Reconciliation with constructive critics and former stalwarts, overseas activists, etc, is urgently needed by President Ramotar and General Secretary Clement Rohee in order to strengthen the party.

Ramjatan told Kaieteur News yesterday that while he is not an expert on how Specialty Hospitals are priced, he knows that taking into consideration the corrupt disposition of the government and its propensity for profiting from kickbacks, the specialty hospital may very well be overpriced to cater for that. The contract for the construction and furnishing of the specialized equipment necessary for the hospital was given to Surendra Engineering Corporation Limited of India. According to Ramjatan, he knew of a reputable and legitimate consulting company from India that had built Specialty Hospitals before which submitted a bid for this Surgical Speciality Hospital at a lower price than the one Surendra Engineering provided. Ramjatan said that there is no evidence to date to show that this company ever built a specialty hospital.

Ramjattan said that AFC’s investigations are revealing that the β€œprime” lands were sold very cheaply by Government to their friends in 50 and 100 acres plots.

PPP establishes Integrity and

Discipline Commission

picsThe People’s Progressive Party (PPP) says that it has established an internal Integrity and Discipline Commission.
This, General Secretary, Clement Rohee said, is a move to β€œensure that members of our Party serving in public offices at all levels, maintain the highest level of integrity in the performance of their duties.”
This disclosure was made yesterday during a press conference held at Freedom House.
Rohee said that the Commission will investigate allegations of theft, bribery and forgery. He noted further, that the Commission is mandated to investigate misconduct by Party Members who engage in activities unbecoming of a good member. These could include defamation and sexual harassment or sexual misconduct.
According to Rohee, the decision to establish the Commission flows from the last Congress. He said however, that during deliberations at the new Central Committee meeting it was affirmed that additional steps be taken to establish β€œa mechanism to address allegations of misconduct and to reinforce party discipline, at all levels.”
Rohee said that the commission is made up of long standing executive party members who will report to the Executive Committee on its findings.
It was noted that the Committee will work like any other, receiving allegations, evidence and accessing the information.
Questioned about the names of those members, Rohee only identified Presidential Advisor Dr. Roger Luncheon and former Minister Clinton Collymore. The General Secretary declined to name any other committee member.
He did say, however, that the committee will be made up of about five persons. But couldn’t say who will be the chairman nor if one has yet been appointed. Rohee said the PPP will disclose that information at an β€œappropriate” time.
Rohee affirmed that release of that information is the prerogative of the PPP, again at an appropriate time. However, how soon will the appropriate time present itself remained a mystery.
What Rohee managed to respond directly to was whether the commission will be opened to investigating existing issues. The General Secretary said that once it is reported, the matter will be investigated irrespective of the period during which it occurred.
He pointed out that a report can be made by any member of the public and is not just opened to PPP members/supporters.  The commission will address existing issues, anyone can complain.
Questioned about the public integrity commission as to whether the PPP will be pushing for it to function, Rohee said that those are two separate issues and at this point the PPP’s concern in this regard is about its members.
Several members of the PPP who hold public position have been accused of inappropriate behaviour in the past.
A tape-recording of a conversation between a boy identified as Julius from Linden, and an individual who many have identified as McCoy, has implications for the Rights of the Child Commission and for the integrity of the Office of the President.
Since the recording was first aired, people have telephoned to say that McCoy should not be a member of the Rights of the Child Commission. Some want him to resign as Liaison to the President. McCoy declined to take calls from people Friday evening.
Yesterday Rohee told the media that the establishment of the Integrity and Discipline Commission is a further enhancement of the Anti-corruption Committee established some years ago by the Party.

 

NB: IF RAMOTAR AND THE PPP/C WANTS THEIR SUPPORTERS TO REALLY BELIEVE THEM, THEN THEY BETTER COME GOOD AS THE PPP/C SUPPORTERS ARE PISSED OF WITH THEM.

Over 2000 case dockets misplaced

Corruption was cited as the main cause for the disappearance of almost 2000 case dockets throughout the main Magisterial Districts of Guyana.
According to the 2013 Auditor General report a whopping 765 case dockets were listed as misplaced from the Georgetown Magisterial District alone for 2010-2011.


The report said that the matter of constantly misplaced case dockets is one which has not been resolved since 2010 despite the recommendations of the Auditor General.
The document revealed that the affiliation, criminal and civil case dockets at the Georgetown, West Demerara and East Demerara Magisterial Districts continue to be disorganized with a number of case dockets being misplaced or filed at different locations.
This was compounded by the fact that the Register of case dockets did not contain information on the movement of case dockets which is a problem that plagued the year 2011 as well.
For the years 2010-2011, a total of 409 case files remain misplaced for the East Demerara Magisterial District.
In addition to this, 774 case files were noted to be misplaced within the two years for the West Demerara Magisterial District.
It was also observed that more case files were misplaced during the year 2011 as opposed to 2010.
An official of the Judiciary explained that they had implemented the Transfer and Movement Registers to monitor all case dockets and it is an exercise being updated on a regular basis.
They had also indicated, that at the time of the audit, some case dockets were before the Magistrates for hearing and will be presented for audit examination pending the outcome of the said matters.
However, the Audit Office recommended that the Department in charge should institute corrective measures that would ensure that the case dockets are available during every financial audit period, while doing what is necessary to locate outstanding case dockets since 2010.
Further, a senior official at the Georgetown Magistrates’ Court revealed that the relevant departments have made no efforts to recover the misplaced files.
He said that during last year more misplaced files have been added to the earlier figures.
The source said, β€œWhilst a few files may remain misplaced for genuine reasons, most of the files are missing due to high levels of corruption which have permeated the system.”

 

Bribes are being paid, and dockets are being moved, hence another place riddled with corruptions, this is something that has been happening too often.

A closer examination will show that those missing dockets belong to clients of Nigel, Ramjattan and Trotman. Anyone familiar with the legal practice in Guyana knows that the best technique to frustrate overseas clients is stalling tactics. The above mentioned engage in paying off court clerks to make dockets "disappear" so that the could benefit from the inability of overseas litigants to travel back and forth to Guyana on a frequent basis.

The court system are managed by pNC/afc operatives who are beyond reproach due to the independence of the legal system from oversight by the ruling party. The AFC/PNC leadership take  advantage of this situation by planting their operatives to control the outcomes of cases, note the high profile cases that have gone in favor of the PNC/AFC bandits. My Aunt at the Airport wanted to get on her way, but the PPP/C custom Officer thinks differently and says well 'if the top echelons of the PPP/C is doing this and get away then I can.' And so the PPP/C is almost converting Guyana to criminality.

The problem-plagued US$200M Skeldon Sugar Factory has been up and running since last Saturday, but certainly not without several hiccups.
According to Chief Executive Officer of the Guyana Sugar Corporation (GuySuCo), Paul Bhim, the encountered problems were resolved. He declined to say what the problems were, but noted that there have been continuous repairs.
Fixtures on the problematic punt dumper however, may not be completed until the next β€œout-of-crop” season, during December/January.
Bhim said that information on the amount of cane processed at the Skeldon factory thus far was not readily available, but promised to give an update during the course of this week.
The Skeldon Sugar Factory’s 2013 target is 400,000 tonnes of cane. This is equivalent to 36,000 tonnes of sugar. Both Bhim, and the Minister of Agriculture, Dr. Leslie Ramsammy, are hopeful that the mark will be met.
Shortly after it was commissioned in 2009, functions at the facility had to be halted in order to aid repairs. These were carried out by South Africa’s Bosch Engineering at an additional cost of US $3M.
Because of the hefty amount of money spent, and the fact that a number of aspects had to be repaired soon after construction, the factory was labeled as a β€œlet down”. And like several other projects undertaken by the state, the construction of the Skeldon factory project saw questions raised as to whether Guyana had received value for its money.
Financing for the factory came from a mixture of state funds, grants from the European Union (EU) and loans from the Caribbean Development Bank (CDB) and World Bank.
It was reported that even if the factory never begins producing sugar to its optimum, as is currently the case, Guyana still has to repay the loans.
The Skeldon factory, one of Guyana’s most costly projects, was the effort made by the Guyana government to salvage what is left of the suffering sugar industry which has, over the years, been seen to be spiraling downwards.
Production for the first crop of this year plunged to approximately 23,000 tonnes or more below the target, and despite prices offered by Europe – Guyana’s biggest customer – being almost double on the world market, poor production has continued to threaten the viability of the industry.
Those who remain employed with the Corporation are worried about the outcome of the approaching crop, since it would determine whether or not they would receive bonuses.

 

Every year Guysuco starts out with a lie, that they will produce a gazillion tons of sugar....and as the crop starts to wind down....then they would shed crocodile tears like their mothers and fathers has died. That is the PPP/C for you.

Indirectly the PPP/c is to blame for allowing the afc/pnc customs for harassing people without the necessary controls. However note that they are the lesser of the 3 evils. The PPP are caught between a rock and a hard place, if they fire the pnc/afc custom, they will be threatened with mo fiah slow fian and Ramjattan et al will bring lawsuits against govt. Don't brush aside the afc/pnc role in corruption in Guyana, they are very well part of the conspiracy in conjunction with your aunt who condone the matter. APA protests land titling project; claim

govt pressuring Toshaos

A group of Amerindians under the banner of the Amerindian Peoples Association (APA) on Wednesday protested against the signing earlier this week of the US$10.7 million land titling project, warning that it would yield conflict with occupants of traditional lands.

APA spokeswoman, Laura George said the project was signed on Monday without the knowledge of communities and the absence of a mechanism to resolve the issue of traditional lands.

She explained that the current laws do not recognize the lands that Amerindians have been occupying. β€œA lot of land titles that are granted leave out lands that we are occupying and use up to today- our traditional lands- so you have huge conflicts,” said George.

Among the APA’s recommendations to address concerns about land demarcation is the establishment of Commission to study the implications of the protest.

The protesters also demanded that Toshaos (village chiefs) meeting at participating in the National Toshaos Conference (NTC) at the Guyana International Conference Centre (GICC) do not bow to pressure from government officials on a  number of key issues.

Under watchful eyes of a small number of unarmed police, the more than 30 protesters carried placards that summed up their concerns. β€œAllow our Toshaos to speak freely without intimidation,” β€œUNDP you are making decisions without consulting us,” β€œIn support of our Toshaos,” β€œWe need our land title and our proposed extension to be demarcated now,” β€œDo not beat around, settle our land issue now,” β€œUNDP you did not consult us,” β€œToshaos speak out for our land rights, we are here to support you,” β€œRespect our Indigenous Rights,” and β€œIn the name of Jesus, we have the victory.”

George claimed that the Toshaos were under pressure to accept programmes and policies and β€œour peoples have not fully understood what the pros and the cons are.” She accused government of intensifying its pressure on Amerindian village leaders since the advent of the Low Carbon Development Strategy (LCDS).β€œWe are here to tell the Toshaos that we support them, tell the government not to pressure our Toshaos into endorsing projects that we do not fully understand in order to support but to listen to our Toshaos, to respect our leaders when they speak up for our rights and to adequately deal with lots of problems that we have in the communities,” she said.

Prime Minister Samuel Hinds and President Donald Ramotar were among those who whisked past the protesters in their cars on entering the GICC to participate in day three off the NTC Conference.

Relations between the Guyana government and the APA have not been healthy, especially when it comes to land issues, mining related pollution and the granting of mining permits in Amerindian lands.Amerindians do not enjoy subsurface rights to minerals.

President Donald Ramotar, in addresssing the opening of the NTC's conference, had suggested that efforts by a few to derail the land titling project had flopped.

The three-year project woul involve the Guyana Lands and Surveys Commission and the Ministry of Amerindian Affairs.

Funding for the land titling project was drawn down from Norway's payments to Guyana for preserving its tropical forests to absorb carbon emissions and reduce the rate and impact of climate change.

Ramkarran, who had been a party stalwart since 1962, resigned from the PPP/C in June 2012. According to party sources, Ramkarran’s resignation was triggered by abuses from party insiders following his comments on the need for the party to address allegations of corruption.
However, only recently and perhaps because of growing pressure from members of the Opposition, private sector and media fraternity for the establishment of the Public Procurement Commission Ramkarran on his blog addressed the matter of corruption and Government’s unwillingness for this Commission.
According to Ramkarran, since the November 2011 National Elections, several revelations have emerged of corrupt, and even potentially criminal activities by persons currently or previously associated with the PPP and who have friends in the leadership or access thereto.
He added that corruption could no longer be hidden from the press and police. And, the evidence that is now present was not as a result of any action initiated by the Government without prior exposure.
